AN ORDINANCE CONCERNING AIRPORT LIMOUSINE REGU-
LATIONS; AMENDING SECTZON~ 3,005 AND 3.010 of
THE EUGENE CODE, 19?l; ADDING A NEB SECTIQN
3.416 TO THAT CODE i . ,
The City Council of the City o~ Eugene finds that:
Previously, all ground transportation services to and from
Mahlon Sweet Field were procurred by contracts with such providers
of service. Safety requirements and insurance coverage were re-
quired under the provisions of those ser~rice contracts.
In the interests of i~,creasing competition for such services
and with the goal of making such transportation services more readily
available to the public, the Airport Co~amission has recommended to
the City Council that such franchises be eliminated.
In order to insure that competitors for such services compete
on an equal footing, it is necessary to impose basic regulations
for safety and public health on, airport limousine service providers.
Now, therefore, based upon the abo~re findings, and therecom-
mendation of the Airport Commission,
THE CITY of EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Section 3.005 of the Eugene Code, 1971, is hereby
amended by adding in alphabetical, order therein the following:
3.005
Limousine. A motor vehic~,e having a seating
capacity of four or more passengers, exclusive of
the driver of the vehicle, h.~;red with a driver for
transporting passengers at a fixed rate and operat-
ing over fixed or predetermined routes at regular
times or upon request.
Section 2. Section 3.010 of the. Eugene Code, 1971, is hereby
amended by adding in alphabetical order therein the fallowing:

Section 3. ~A near section is hereby added to the Eugene Cade,
1971, to be numbered and provide:
3.415 Limousines. The px~o~`isions of sections 3.353, 3.355,
3.360, 3.363, .3.365, 3.370, 3.380, 3.385 ~l~ ~b~ ~to
3.385 {l~ 4~~'~ , 3.390, 3.391, 3.39, 3.405, 3.41.0 ~1~ , 3.410 ~2~ ,
and 3.415 of this code are equ~7,ly applicable to limousines,
limousine operators, and limousine driwer~.
