ISSUE STATEMENT
This work session is a continuation of the discussion begun on February 6-7, 2009, when the Executive
Team met with the Mayor and City Council at their Annual Retreat to work on improving relationships,
developing purpose and exploring strategies. Also at this retreat, the Mayor and Councilors began work
on updating their vision and goal areas and on discussing outcomes to measure success.
CITY MANAGER’S RECOMMENDATION
The City Manager has no recommendation on this item; however, the following outcomes are proposed:

Agree on Eugene Counts framework.
?
Agree on a City Council Vision statement and goal areas.
?
Agree on policy level outcomes to measure success for each goal area.
?
Agree on Eugene Counts process.
SUGGESTED MOTION
No motion is suggested.
ATTACHMENTS
A revised “Eugene Counts” framework reflecting changes made at the April 15, 2009, work session will
be distributed under separate cover.
