HomeMy WebLinkAboutOrdinance No. 18888ORDINANCE NO. 1$88S AN ORDINANCE CONCERNING THE HOUSE NUMBERING SYSTEM; AMENDING SECTION 8.005 OF THE EUGENE CODE, 1971; AND DECLARING AN EMERGENCY. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Subsection ~.5} of Section 8.005 of the. Eugene Code, 1971, is hereby amended to provide: 8.005 Administrative Code Amendments. The l9?9 edition of the uniform administrative code is amended to pro- vide: ~5} Section 206 - Numbering of structures and Premises, is hereby added to provide: Section 206 - Numbering. of S t~~~~ctures and Premises . All numbering of structures. and premises shall be done after assignment of a number by the building official and under his or her direction according to the follow- ing system: ~a} The numbering of dwellings and business build- ings shall be done by providing l00 numbers in each black. On streets running east and west, the odd numbers shall be on the north side of the street, and the even numbers on the south side of the street. On streets running north and south, the odd numbers shall be on the east side of the street, and the even numbers on the west side of the street. ~_b} All numbers used on dwellings and business buildings shall meet the following criteria: 1. Be in arabic numerals not less than 2" in height with proportionate width, and con-- . trast with the background on which they are mounted. 2. Be mounted within two feet of the main entrance to the building, provided that such place- ment will make them easily visible and readable from the main approaching street. If not, they must be mounted in a location on the building which is visible and readable from the main approaching street. 3. If the building itself is not visible from the main approaching street, the numbers must be displayed on the building within two feet of the main building entrance and also at a location which is visible and readable from the main approaching street and which will adequately direct interested parties to the specific build- Qrdinance _ l 18888 ing involved. 4. In the case of multiple units, the approach to the complex must be marked with the . address number or range of numbers in accordance with subsections 2, and 3, above. In addition, each individually numbered unit must have its num- ber displayed within two feet of its main exterior . access door. Each separate dwelling unit must have its awn distinctive identifier, which may be . arabic numerals, english letters, or a combination . of such numerals and letters. 5. Owners of all apartment units, mobile home parks,, and other multiple--unit dwellings shall submit or cause to be submitted to the Eugene Police Department a legible map indicating the '~ locations and numbers of apartments/spaces. ~~ ~_c~ No owner, agent or other person having can- teal of a dwelling or business building shall refuse or neglect to permanently number the same prior to the. request for a final building inspection required by . Chapter 8 of the Eugene Code, 1971. A dwelling or busi- mess building that has been issued a certificate of occu- pancy prior to the effective date of this revision and not in compliance with these revised provisions shall .have until thirty X34} days from the effective date of this revision to comply. For purposes of this subsec- tion and subsection ~f}, "having control of" includes a person occupying or utilizing the building or unit under a rental or lease agreement.} ~d} Numbering shall be temporarily installed in compliance with subsections [a} and fib} of this section, on any construction site or upon any structure under construction prior to any call for an inspection requir- ed by Chapter $ of the Eugene Cade, 191. .. ~:e} Dwellings and business bui~-ldings in annexed areas shall be numbered in accordance with subsections ~a} and ~-b} of this section and to conform to the . 'c-ity's block numbering system. ~-f} No owner, agent, or other person having con- . trol of an existing dwelling or business building shall refuse or neglect~to number the same within thirty X34} . ~ days after being notified in writing to da so by the building official or other enforcement authority. Num- .: Bering shall comply with subsections ~a} and fib} of this section. It shall be sufficient to show notifica- . ~tion that the notice be delivered personally or mai.led~ -certified mail, restricted delivery, return receipt re- quested, to the last known address of the owner or agent, or to the person having control at the address of the affected structure. ~.g} The foregoing provisions may be enforced by the building official, his designee, the fire marshal, Qrdinance - ~ 18888 his designee, police officers, or police community ser- vice officers. Section 2. That the provisions contained herein concern the public welfare and safety and therefore, an emergency is hereby de- clared to exist, and this ordinance shall became effective immedi- ately upon its passage by the City Council and approval by the Mayor.
