AN ORDINANCE CONCERNING CETA ADVISORY COUNCILS;
AMENDING SECTIONS 2.x13, 2.137, 2.139 AND 2.141
4F THE EUGENE CODE, 1971; REPEALING SECTIONS
2.125, 2.127, 2.129, 2.,31, 2.133 and 2.135 OF
THAT CODE; AND DECLARING AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The table of boards, commissions and committees
contained in subsection ~ l} of Section 2. Q13 of the Eugene Code,
1971, is hereby amended by deleting the references therein to CETA
Prime Sponsor Advisory Council and CETA Youth Advisory Council, and
amending CETA Private Industry Council to read and provide:

Section 2. Sections 2.125, 2.127, 2.129, 2.131, 2.133 and
2.135 of the Eugene Code, 1971, are hereby repealed.
Section 3. Section 2.137 of the Eugene Code, 1971, is hereby
amended to read and provide:
2.137 CETA Eugene Private Industry Council - Created. Pur-
suant to CETA rules and regulations, a consolidated
CETA Eugene private industry council is hereby established to
serve as an advisory body to the city council, and to assist
the city in planning and providing program oversight.

Section 2.139 of the Eugene Code, 1971, is hereby
amended to read and provide:

2.139 CETA Eugene Private Industr Council - Membership,
Term of Office .
~l} The CETA Eugene private industry council shall
consist of 27 members nominated by the mayor and appointed by
the city council. The members shall include two city coun-
cilors and a person representing each of the following:
~a} A youth serving community board organiza-
tion;
fib} The Oregon Employment Service;
~c} A veterans organization;
4_d} A post secondary vocational education
institution;
~.e} A local education vocational advisory
council;
~f} The Oregon State Adult and Family Ser-
vices Division;
~_g} An apprenticeship labor union trade} ;
~.h} Workers not represented by organized labor;
~.i } CETA eligible youth ~:2 } ;
~~} An economic development agency;
~.k } A minor i ty business ;
~l} Handicapped individuals; and
gym} Other business ~l2 members} .
~.2} Except as provided herein for initial members, the
term of office for each member shall be for four years. The
term of off ice of initial members shall be:
~.a} Nine members shah, be appointed to serve
a four-year term,
fib} Nine members shall be appointed to serve
a three-year term, and
~.c} Nine members shall be appointed to serve
a two-year term.

manner as original appointments.

tive vote of the city council at any time prior to the expira-
tion of his or her term,
Section 5. Section 2.141 of the Eugene Code, 1971, is hereby
amended to read and provide:
2.141 CETA Eugene Private Industry Council - Officers, Meet-
ings, Rules, and Procedures. The initial members of
the CETA Eugene private industry council shall adopt bylaws
that provide for the method of appointment of officers, the
frequency of~meetings, attendance requirements, the formation
of subcommittees, and rules of procedure necessary for the
conduct of its business. The bylaws and rules shall be con-
sistent with state law, the city charter and code, and appli-
cable CETA rules and regulations. The bylaws and rules shall
be submitted to the city council and become effective upon
council approval thereof.

Section 6. 'ghat the previsions contained herein concern the
public welfare and therefore, an emergency is hereby declared to
exist, and this ordinance shall became effective immediately upon
its passage by the City Council and approval, by the Mayor.
