AN ORDINANCE AUTHORISING THE CITY MANAGER TO
MAKE RECOMMENDATIONS TO THE OREGON LIQUOR CON-
TROL COMMISSION ON BEHA~,F OF THE CITY COUNCIL;
PROVIDING AN APPEAZ THEREFROM; AMENDING SECTION
2.00? OF THE EUGENE CODE, 1971; ADDING SECTION
2.11x0 TO THAT CODE; AND DECLARING AN EMERGENCY.
The City Council of the City of Eugene finds that:
1. ORS 47Z.1~0 grants authority to the City Council to make
recommendations on liquor license applications and nothing therein
prohibits the Council from de~.egating this administrative task to
the City Manager;
2. In the past the City Manager and departments of the City
have demonstrated the requisite judgment and expertise to make
effective recommendations on liquor license applications and renewal
applications;
3. The City Council is pressed with other policy decisions
which require its attention,, and delegation of administrative tasks
to the City Manger will help provide more meeting time for policy
deliberations;
4. Adequate review of the City Manager's recommendations
can be provided through an appeal process utilizing the City Council
hearing panel.
Now, therefore
