AN ORDINANCE CONCERNING zONING REGULATIONS;
AMENDING SECTIONS 9.268, 9,5Q8, 9.512, 9,55Q
AND 9,688 OF THE EUGENE CODE, l9?l; AND DE-
CLARING AN EMERGENCY,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Subsection 1, of subparagraph fib} of Section
9.265 of the Eugene Code, 1971, is hereby amended to read and ro-
p
vide:

1, Sub-districts of each of the residen-
tial districts may be established provided hous-
ing as needed by all income groups can still be
accomodated at appropriate locations throughout
the city. The parent residential district re-
quirements sha11 apply to the respective sub-
districts except those regulations pertaining
to lot area per dwelling unit or density, Suffix
numbers, including but not limited to the follow-
ing examples, shall be noted on the zoning map
indicating the maximum number of dwelling units
permitted per gross acre, Gross acre includes
individual building sites, streets that do ar
will run, through the subject area, abutting
street areas dedicated to the public by the de-
veloper, and areas that are ar will be devoted
to uses dearly associated with residential uses
in the subject area, including but not limited
to easements and drainage channels, The follow-
ing are examples of suffixes for sub-districts
and their density equivalents:
Suffix Density Maximum
- Same as parent district
5/A Five dwelling units per grass acre
6/A Six dwelling units per gross acre
7.5/A 7-1/2 dwelling units per gross acre
.33/A One dwelling unit per three gross acres
Section 2. Section 9.508 of the Eugene Code, 1971, is hereby
amended by adding new subparagraphs fie} , ~f } , and fig} thereto, to
read and provide:

9.545 Purpose. Sections 9.508 to 9.520 are the city's Plan-
ned Unit Development regulations and are intended to:
fie} Encourage the construction of a variety of
housing types at~price ranges necessary to meet the
needs of all income groups in the city.
~.f} Enhance the opportunity to achieve higher
densities than might otherwise be possible through
conventional zoning.
fig} Preserve natural resource areas designated
in the General Plan.
Section 3 . Subparagraph fib} of subsection ~ 7 } of Section
9.512 of the Eugene Code, 1971, is hereby amended to read and pro-

~b~ The proposed development"s general design
and character, including but not limited to anticipated
building locations, bulk and height, location and
distribution of recreation space, parking, roads,
access and other uses, will:
1. Be set back or screened as necessary
to ensure privacy to adjoining properties, and
2. Avoid unnecessary disruption or re-
moval of attractive natural features and vegeta-
tion, and
3. When feasible, disperse motor traffic
from planned unit developments of 20 or more
dwellings onto mare than one local street, and
4. Avoid conversion of natural resource
areas designated in the General Plan to urban
uses .when alternative locations on the property
are suitable for development as otherwise per--
muted.
Section 4. Subparagraph ~a} of Section 9.550 of the Eugene
Code, 191, is hereby amended to read and provide:

~a} Approval of the proposed development plan
is granted by the planning director under the proce-
dures set forth in sections 9.692 to 9.694, using the
factors contained in section 9.688~.b~ and
Section 5. Subsection fib} of Section 9.688 of the Eugene Code,

19?l, is hereby amended to read and provide:

~.b} on its. own initiation, the commission may
recommend to the council the creation of a site re-
view sub_district of an existing use district. A
commission recommendation shall be accompanied by a
statement setting forth the reasons} why the site
review sub-district is necessary. This statement
shall include specific factors from among the follow-
,
ing:
+1. Compatibility with the surroundings,
particularly when residential in character. This
factor shall not tape precedence over the need
to provide housing for all income groups in the
city.
2, Efficient, workable and safe inter-
relationships among building, parking, circulation,
open space, and landscaped areas as well as re-
lated activities and uses.
3, Due consideration to the preservation of
attractive and distinctive historical or natural
features.
4, Signs and illumination in scale and har-
mony with the site and area.
5. Adequate provision for flood control and
storm drainage,
6, Safe and efficient ingress, egress, and
on--site traffic circulation..
Section 6. That the provisions contained herein concern the
public welfare and safety, and in order to provide for the orderl
y
administration of the City's zoning ordinances, an emergency is
hereby declared to exist, and this ordinance shall become effec-
tive immediately upon its passage by the City Council and approval
by the Mayor.
