HomeMy WebLinkAboutOrdinance No. 18927ORDINANCE NO. ~~!~~ AN ORDINANCE ADOPTING AMENDMENTS TQ THE EUGENE- SPRINGFIEI,D METRoPO~,ITAN AREA GENERAL PLAN; AND DECLAR2NG AN EMERGENCY. The City Council of the City of Eugene finds that: The Eugene-Springfield Metropolitan Area General Plan origi~- Wally adopted by the Eugene City Council on July 28, 1880, has served since that time as the basic land use planning guide far the City of Eugene. All necessary parties to that comprehensive plan did not agree upon the version of the plan adopted by the City of Eugene. Moreover, compliance requests by the State of Oregon Land Conservation and Development Commission have required revisions to that plan. Since the time of the adoption of the original Metropolitan Area General Plan, public hearings and consultations between repre- sentatives and governing bodies of the affected localities have occurred with respect to amendments to the plan. In preparing the amendments to the Metropolitan Area General Plan, consideration was given to existing and projected conditions in order to best meet the needs and goals of the metropolitan area in planning for its future in compliance with applicable Statewide Planning Goals. Hearings have been held on amendments to the Metropolitan Area General Plan before the City Planning Commission and this Council, and testimony received and considered from neighborhood organiza- tions and other affected groups and individuals. Background far the adoption of these amendments is found in the following working Ordinance - 1 papers: Exceptions; Agricultural Lands Addendum; Forest Land Re- vision; Natural Resources Areas; Noise; Groundwater; River Road/ Santa Clara Facilities Plan; Emergency Medical Services; and Green~- way Addendum. Now, therefore, THE CITY OF EUGENE DOES ORDAIN AS FQLLOWS: Section 1. Based upon the above findings, and the findings contained in the amendments and in the original Metropolitan Area General Plan which are incorporated herein by reference, and upon the hearing before this Council, the 1982 Amendments to the Au ust g , 1980 Eugene-Springfield Metropolitan Area General Plan {Metro Plan, including the text, and representational diagram set forth therein, including the numbered and identified changes to the presentl y adopted plan diagram, a copy of which is attached hereto and incor- posted herein by reference, is hereby adopted as Amendments to the August, 1980 Eugene-Springfield Metropolitan Area General Plan. Section 2. That the matters contained herein concern the pub- lic welfare and safety, and in order for the Land Conservation and Development Commission to consider the City's request for an amended acknowledgment of compliance, including establishment of an urban growth boundary at the earliest possible time, it is necessary for this ordinance to be immediately effective; therefore, an emergency is hereby declared to exist, and this Ordinance shall be effective immediately upon its passage by the City Council and a roval b th pp y e Mayer.
