ADMINISTRATIVE ORDER
OF THE
PARCS EXECUTIVE MANAGER
Under section 16(2) of the Eugene Charter, the City Manager is given authority
to make purchases and act as the business agent for the City Council in
connection with the sale of real estate and other business and commercial
transactions. The City Manager desires to partially delegate this authority to
the Executive Managers of the various city departments or their designees.
It is the intention of the City to:
A. Provide for uniform and consistent processing of contracts.
B. Minimize the time and attention required of the City Manager for
routine contracts.
C. Clearly define areas of responsibility with regard to initiation,
execution and administration of contracts.
Based on the above, the City Manager orders that:
1. The Executive Manager of Parks, Recreation and Cultural Services
is responsible to the City Manager for the initiation, content,
award, obtaining of signatures, budget compliance, consistency
with local budget law, administration, and compliance with
applicable federal, state and local statutes and policies for
contracts concerning performances in the Hult Center for the
Performing Arts.
2. The Executive Manager of the Parks, Recreation and Cultural
Services Department delegates to the Director of the Cultural
Services Division the authority to execute contracts up to a limit
of $100,000.
