AN ORDINANCE CONCERNING THE URBAN RENEWAL AGENCY
OF THE CITY 4F EUGENE; AMENDING ORDINANCE N0.
18970 To PROVIDE AN EFFECTIVE DATE; AND DECLARING
AN EMERGENCY.
The City Council of the City of Eugene finds that:
On May 24, 1982 there was passed by the Council and approved
by the Mayor, Ordinance No. 18969 dissolving the Downtown Develop-
ment Board and creating a Downtown Commission, to become effective
on August 1, 19 $ 2 .
On the same date, and pursuant to the provisions of Ordinance
No. 18970, the commission now exercising the powers of the Urban
Renewal Agency of the City of Eugene was dissolved and the City
Council designated as the Urban Renewal Agency of the City of Eugene.
Ordinance No. 1$970 did not contain an emergency clause, nor did it
separately state an effective date and therefore, will become effec-
tive thirty days from the date of its approval by the Mayor.
The provisions of Ordinance No. 18969 and 18970 are interrelated,
and it was intended that they both become effective on August 1, 1982.
However, the section providing for the effective date was omitted
from Ordinance No. 18970 and that Ordinance should therefore be
amended,
NOW, THEREFORE
THE CITY QF EUGENE DOE5 ORDAIN AS FOLLOWS:
Section 1. Based upon the above findings, and the hearing be-
fore the Council on May 24, 19$2, Ordinance No, 18970 passed by the
Council and approved by the Mayor on May 24, 1982 is hereby amended
by adding a Section 4 thereto, to read and provide:
Section 4. In order to ensure the orderly implementation
of the procedures provided for herein, a specific effective
date should be established, and, therefore, this Ordinance
shall become effective on August 1, 1982.
Section 2. That the matters contained herein concern the public
welfare and, therefore, an emergency is hereby declared to exist,
and this Ordinance sha11 become effective immediately upon its pas-
sage by the City Council and approval by the Mayor and be appended
to and made a part of Ordinance No. 18974.
