ISSUE STATEMENT
This item is to appoint a member of the Civilian Review Board (CRB) to serve the unexpired term of
John Norton Cabell.
BACKGROUND
On February 23, 2009, following an advertised recruitment period, Dr. Snell Fontus was appointed to
the CRB to serve the unexpired term Munir Katul, who resigned due to health considerations. This
appointment was the result of a process that included a recommendation from a community screening
committee, council balloting, and interviews on February 17, 2009. (In addition to Dr. Fontus, three
candidates were interviewed: Jim Hale, Tim Laue, and Marisa Mendoza.)
In a March 18, 2009, email, Mr. Cabell submitted his resignation, effective immediately. On April 27,
2009, the following motion to select Mr. Cabell’s replacement from among the candidates who
previously applied to fill Dr. Katul’s position was approved by the council:
“I move to direct the city manager to provide the Council with the application materials from the
last CRB recruitment and to place on the May 11th agenda the appointment to fill the currently open
position from the last applicant pool.”
Mr. Cabell’s term would have ended on October 31, 2009, and his replacement will be appointed to
serve until that time.
RELATED CITY POLICIES
The Civilian Review Board serves as an advisory body to the City Council and the Police Auditor. This
is consistent with the principles of community policing and government accountability.
COUNCIL OPTIONS
The City Council may:
1. Appoint the replacement from the applicants as recommended by the screening committee, based on
their applications and the committee’s recommendations.
2. Appoint the replacement from the pool of applicants after reviewing the all of applications.

CITY MANAGER’S RECOMMENDATION
The City Manager has no recommendation on this item; the appointments are made by the council.
SUGGESTED MOTION
Move to appoint ___________________________ to Position 4 on the Civilian Review Board, the
unexpired term of John Norton Cabell, for a term ending on October 31, 2009.
