THE CITY OF EUGENE DOES ORDAIN ,~5 FoLLOWS: Section 1. The City Council does hereby order a special elec-~ tion to be held in the City o~ Eugene, Oregon, concurrently with the Lane County special election on Tuesday, June 26, 1979, at which elec- tion there shall be submitted to the electors of the City for their approval or rejection the following measure, to-wit: MEASURE NO. 51 MEASURE SUBMITTED To THE VOTERS BY THE CITY CO~TNCIL A MEASURE Authorizing the C~,ty Counci,~ to leery for the C~,ty in general $7,544,210 more in tax reuenues than the City is authorized to raise throughout the City by taxation within the six percent limitation upon the City's tax levy as con- tained in Article XT, Section ll,, o,f the Consta~tution of the State of Oregon. THE CITY OF EUGENE DOES ORDAIN ~S FOLLOWS: BE TT ENACTED BY THE ELECTORS OF THE CITE OF EUGENE, OREGON Ordinance - 1 18398 Section ~.. For the fiscal period beginning July 1, 1979 and ending June .~Q, 1980, the City Council, of the City of Eugene, oregon, is hereby authorized to leery for the City in general a tax o~f $.7, 54Q { 21.0 for the purpose of pay- ing the operating expenses o~ the City %n general for said period of time, which tax is to be in addition to and out- side the constitutional six percent limitation upon the City~s tax levy as set forth in article xT, Section ll, of the Constitution of the Sts,~te o~ Oregon, Section 2. If this measure is approved, the operating budget to be financed by local, taxes for the tax year 1979-80 for the City in general, will be $1,,9aQ,892 greater than the operating budget f %nanced by local taxes far the City in gen- eral for the preceding year. Section 3. This measure shall become effective su~,y 1, 1979. Section 2. The proposed measure shall be placed upon the offi- cial ballot by the City F,ecorder. There shall be furnished to the County Clerk for Lane County a certified copy of the ballot title for the measure and number of the measure to be voted upon, The City Attorney shall prepare and the City Recorder shall furnish a ballot title for the measure and direct that the County Clerk for Lane County place the measure upon the regular ballot to be used at the Lane County special election to be held on June 26, 1,979, to be voted upon by the electors of the City at the special City election. Section 3. The necessary poll books, ballot boxes, tally sheets, and such other supplies for each precinct as are necessary for the ordinance - 2 18348 carrying on of the election shall be furnished by the County Clerk for Lane County, and the supplies shall be deli~rered to the Election Board. Section 4, The City Council hereby orders that the election shall be held as a special election for the City of Eugene concur- rently with the Lane County special election on Tuesday, dune 26, 179, and hereby designates as the polling p~.aces for the election in the City of Eugene the polling places established and designated for the Lane County special election, and tie Cit~r Council does hereby appoint the Clerks appointed to serge at the Lane County special election to serve in each of the polling. places for the City election. The Clerk acting as chairman of the Election Board in the Lane County special elect~,on shall be chairman of the same Board of which he or she is a member in the City election, and the ballots shall be counted and tabu~,ated and the results certified as provided by law. Section 7. The CityRecorder is hereby directed to give not less than ten days notice of the special election by publication of one notice thereof in the Eugene Register--Cuard, a newspaper pub- lished in the City and of general circu~.ation there%n. Section 8. The matters contained herein affect the peace, health, and safety of the citizens of the City of Eugene, and, therefore, an emergency is hereby declared to exist, and this Qrdinance shall be-- Ordinance - 3 18398 come effective immediately upon .its p~ssa~e by the City Council and approval by the Mayor.
