HomeMy WebLinkAboutOrdinance No. 18440ORDINANCE N0, AN ORDINANCE ORDERING A SPECIAL ELECTION TO BE CONDUCTED BY THE LANE COUNTY ELECTION DEPARTMENT 1 ON THE 14TH DAY OF AUGUST, 1979, FOR THE PURPOSE OF SUBMITTING TO THE LEGAL VOTERS DF THE CITY OF EUGENE A MEASURE AUTHORIZING THE EUGENE CITY COUNCIL TO LEVY' THROUGHQUT THE CITY $ 6 , 3 9 3 , 51 ~ MORE IN TAx REVENUES THAN IS NOW AUTHORIZED BY THE OREGON CONSTI- TUTION, ARTICLE xI, SECTION ll; ADOPTING POLLING PLACES AND PRaVIDING FDR ALL ACTS NECESSARY FDR THE CARRYING ON OF SAID ELECTIONS AND DECLARING AN EMERGENCY THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section ~1, The City Council does hereby order a special elec- tion to be held in the City of Eugene, Oregon, concurrently with the Lane Caunty special election on Tuesday, August 14, 1979, at which elec- tion there shall ~e submitted to .the electors of the City far their approval, ar rejection the following measure, to-wit: MEASURE NO, 51 MEASURE SUBMITTED TO THE VOTERS BY THE CITY COUNCIL A MEASURE Authorizing the City Council to levy for the City in general $6,393,510 more in tax revenues than the City is authorized to raise throughout the City by taxation within the six percent limitation upon the City's tax levy as con- tained in Article xI, Section 11, of the Constitution of the State of Oregon. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: BE IT ENACTED BY THE ELECTORS OF THE CITY OF EUGENE, OREGON Ordinance - 1 1840 Section l . Fox the. fiscal period beginning Ju~.y 1, 1979 and ending June 34, 1980, the City Council of the City of Eugene, Oregon, is hereby authorized to levy far the City in general a tax of $6,393,510 for the purpose of pay- ing the operating expenses of the City in general for said periad of time, which tax is to be in addition to and out- side the constitutional six percent limitation upon the City's tax levy as set forth in Article xI, Section ll, of the Constitution of the State of Oregon. Section 2. If this measure is approved, the operating budget to be financed by local taxes for the tax year 1979-80 foz the City in general will be $941,264~greater than the operating budget financed by local taxes for the City in gen- eral for the preceding year. Sect~.on 3. This measure shall become effective July 1, 1979. Section 2. The proposed measure shall be placed upon the offi- cial ballot by the City Recorder. There shall be furnished to the County Clerk for Lane County a certified capy of the ballot title for the measure and number of the measure to be voted upon. The City Attorney shall prepare and the City Recorder shall furnish a ballot title fox the measure and da.rect that the County Clerk for Lane County place the measure upon.the regular ballot to be used at the Lane County special election to be held on August 14, 1979, to be voted upon by the electors. of the City at the special City election. S~ect~io~n 3. The necessary poll books, ballot boxes, tally sheets, and such other supplies for each precinct as are necessary for the ordinance ~ 2 -844n carrying on of the election shall be furnished by the County Clerk for Lane County, and the supplies shall be delivered to the Election Board. Section 4. The City~Council hereby orders that the election shall be held as a special election for the City of Eugene concur- rently with the Lane County special election on Tuesday, August 14, 1979, and hereby designates as the polling places for the election in the City of Eugene the polling places established and designated far the Lane County special election, and the City Council does hereby appoint the Clerks appointed to serve at the Lane County special election to serve in each o~ the polling places for the City election. Section 5, The polls shall be open in each of the voting pre cincts at 5:04 o'clock a.m,,. Pacific Daylight Timer and shall be kept open until 8:00 o'clock p.m., Pacific Dayligh~~~-. Tirne, on election day. Se~ct~io~n 6, The C~.erk acting as chairman of the Election Board in the Lane County special election shall be chairman of the same Board of which he or she is a member in the City election, and the ballots shall be counted and tabulated and the results certified as provided by law. Section 7. The. City Recorder is hereby directed. to give not less than ten days notice of the special election by publication of one notice thereof in the .Eugene Register-Guard, a newspaper pub-- lished in the City and of general circulation therein. ~Secti~on 8.
