Pursuant to the provi~sians of ORS 221.25 and Section 8.83 through 8.845 of the Eu ene Code, 1911, the City Council has the authority 9 and res onsi bi l i ty, subject to the ~ i mi tat i ons contained therein, to change p the sign district classifications of property w~ thi n the City of Eugene; . Based upon the report of the Planning Commission, the materials trans- mitted therewith, and the evidence presented before the Planning Commission and this Council, the request for sign district change of classification is in conformance with the intent and purpose of the Sign Cade as required by Section 5.830 of the Eugene Code, 1971.
