BACKGROUND This work session is an opportunity to discuss in detail the manner in which the council would like to provide supervision to the Police Auditor. As one of only two employees hired and directly supervised by the council, it is essential for both parties to have clarity around the working relationship. (The council also hires and supervises the municipal court judge, but that person is a contractor rather than an employee.) As a supervising body, it is important that the council outline the expectations of the work of the Police Auditor and what type of working relationship will best serve both parties. Areas for consideration include the following: ? Preferred types of communication ? Regular meetings to allow for information sharing, coaching and any critical feedback ? Availability for issues that might arise regarding performance or behavior ? How to process issues or concerns related to the police auditor In addition, based on previous council discussions, the Police Auditor should provide updates on a regular basis to the council, on a variety of matters. Attached is a draft document that illustrates many possible topics and a mechanism to track information in a relatively easy format. The council also might decide that the auditor should meet with individual elected officials on a regular basis (for example, once a quarter), similar to how councilors now interact with the City Manager. Another area for consideration is whether anyone should be identified as a first point of contact for the auditor among the council body. For example, the council recently designated the council officers to perform this function. Should that continue once a new police auditor begins? Having an identified first point of contact could provide a more informal structure for some of the more routine supervision duties. RELATED CITY POLICIES This item is not directly related to a City policy. However, it is related to general Human Resource practices in supervising employees. Decide if the attached document with or without revisions would work as a reporting mechanism to the council. ? Other related items the council determines appropriate.
