HomeMy WebLinkAboutOrdinance No. 18527ORDINANCE NO. AN ORDINANCE DESIGNATING THE FIRST CONGREGATIONAL CHURCH WI~'HIN THE CITY OF EUGENE, OREGON, AS AN HISTORIC LANDMARK. The City Council of the City of Eugene finds that: Pursuant to Sections 2.4D2, 2.407 and 2.4Q8 of the Eugene Code, 1971, the City Council has the authority and responsibility, subject to the limitations contained therein, to designate certain buildings, structures, other physical objects, including their sites, and geo- graphic areas within the City as Historic Landmarks. Bernd Hoffman, owner of the First Congregational Church, has applied for Historic Landmark designation for the Church. Based upon the reports received from the Historic Review Board, the materials that have been transmitted therewith and the evidence presented, the application for designation as an Historic Landmark is consistent with applicable statewide and locally-adopted plans, and the First Congregational Church, for which Historic Landmark designation has been requested, meets one or more of the criteria required for Historic Landmark designation. Now, therefore, based upon the above findings, and the prelimi- nary staff notes and minutes of the Historic Review Board of Septem- ber 27, 1979, the rnateria~.s that have been transmitted therewith and the evidence presented, the City Council hereby adopts the specific affirmative findings contained therein, and THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Under authority of Section 2,4D8 of the Eugene Cade, 1971, the First Congregational Church, which is located on the follow-~ ing described real property: Tax Lot 11600--Assessor's Map 17-43-32-3 2 located on the southwest corner of lath Avenue and Ferry Street, 492 East 13 Avenue, in Eugene, Lane County, Oregon. is hereby designated as an Historic Landmark. Section 2. The First Congregational Church shall be controlled by the restrictions set forth in Exhibit "A" and by Sections 2,.449 through 2.411 of the Eugene Cade, 1971, Section 3. Mayo Ordinance -~ 2. 185z~ ExHTBIT "A" Restrictions - Historic Landmark {H 79-~1~ Standards Section: Alteration of the exterior of the First Congregational Church shall be subject to review by the Historic Review Board as pro- vided in Section 2.409 of the City Code. Proposed alterations shall be in character with the structure's original exterior yr the California Mission style of architecture. Re airs and Maintenance Section: The repair and maintenance of exterior detailing with material and craftsmanship that duplicate the original or replace existing in compositions design, texture, color, and the other. visual quali-- ties shall be permitted without an alteration permit. For all other changes, an alteration permit shall be required as specified in Section 2.409 of the City Code. Use Section; Although the site and structure are generally appropriate for commercial and residential uses allowed under its C~-2 Community Commercial zonings a number of uses. specifically allowed in the C~-2 zone are not compatible with preservation of the distinctive quali- ties of the structure and sites theref are the following mare limited list of uses are permitted as hereinafter specif icaaly provided, which is attached as Schedule "1" hereto, subject to the general provisions and exceptions set forth in the Eugene Code, 1971, beginning with and following Section 9.532 thereof.
