HomeMy WebLinkAboutOrdinance No. 18549ORDINANCE NO. ~~~ AN ORDINANCE DESIGNATING CERTAIN SOUTHERN PACIFIC TRANSPORTATION CO. BUILDINGS WITHIN THE CITY OF EUGENE, OREGON, AS HISTORIC LANDMARKS. The City Council of the City of Eugene finds that: Pursuant to Sections 2.4 0 2, ~ , 4 0 7 and 2 , 4 0 8 of the Eugene Code, 1971, the City Council has the authority and responsibility, subject to the limitations contained therein, to designate certain buildings, structures, other physical objects, including their sites, and geo- graphic areas within the City as Historic Landmarks. The Eugene Historic Review Board, HCC Department, has applied far Historic Landmark designation for certain Southern Pacific Trans- portation Co. Buildings, more particularly described as the Station House, Express House, and Locker House Bunk House}, Based upon the reports received from the Historic Review Board, the materials that have been transmitted therewith and the evidence presented, the appli- cation for designation as Historic Landmarks is consistent with appli- cable statewide and locally-adopted plans, and the improvements for which Historic Landmark designation has been requested meet one or mare of the criteria required for Historic Landmark designation. Now, therefore, based upon the above findings, and the prelimi- nary staff notes and minutes of the Historic .Review Board of September 27, 1979, the materials that have been transmitted therewith and the evidence presented, the City Council hereby adopts the spec.if is off ir- mative findings contained therein, and THE CITY~OF EUGENE DOES ORDAIN AS FOLLOWSb Section 1. Under authority of Section 2.408 of the Eugene Coder 1971, the Sou here Pacific Transportation Co. Station Houser Express House and Locker House Bunk House, which are located on the following described real property: Beginning at a point three hundred sixteen {316} feet north of the southwest corner of Block No. 4 ~four~ of Skinners Addition to Eugene City running thence North SO°10' West 27 5/10 feet thence North 9°50' East 380 feet thence South 80°10' East 1400 feet, thence South 9°50' West 380 feet, thence North 80°10' West 1372 5/10 feet to the place of beginning, as. recorded in the Lane County Deed Re- cords, Book "J"`, Page 626, Lane County, Oregon. are hereby designated as Historic Landmarks. Section 2. The Southern Pacific Transportation Co, Station House, Express House and Locker House Bunk House}, shall be con- trolled by the restrictions set forth in Exhibit "A" and by Sections 2.409 through 2.411 of the Eugene Code, 1971. Ordinance - 1 185N9 Section 3. The owner of the Southern Pacific Transportation Co. build gs ref erred to herein may apply to the City for f inanc.ial assistance as provided in Section 2.412 of the Eugene Code, 1971. Section 4. The Finance Director is hereby directed to record a copy of this Ordinance, including the Exhibit hereto, in the Lane County official Deed Records, Passed by the City Council this ~~ day of ~. 197. Cit rder Ordinance -- 2. 1859 EXH~BZT "A" Restrictions -- Historic Landmarks ~H 79-2~ Standards Section: Alteration of the exterior of the southern Pacific Depot, Railroad Express Officer and Bunkhouse shall be subject to review by the Historic Review B.aard as set forth in Section 2.409 of the Eugene Code, 1971. Proposed alterations shall be in character with the structures` original exteriors. Re airs and Maintenance Section: The repair and maintenance of exterior detailing with mater- ials and craftsmanship that duplicate the original or replace existing in composition, design, texture, color, and other visual qualities, shall be permitted without an alteration permit. For all other changes, an alteration permit shall be required as spe- cified in Section x.409 of the Eugene Code, 1971. Use Section: Designation of the Southern Pacific Depot, Railroad Express Office, and Bunkhouse as an Historic ~,andmar~ will not limit uses permitted under their M-2 Light industrial zoning. Modifications Section: Zoning and sign regulations will not be affected by the His-- taric Landmark designation.. Exhlblt "A".
