[~~aq AN ORDINANCE CONCERNING RATES ~oR GARBAGE SERVICES; AMENDING SECTION 3.250 OF THE E~'GENE CODE, 1971; REPEALING RE5OLUTTON No. .8140; AND DECLARING AN EMERGENCY. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Section 3.250 of the Eugene Code, 1971, is hereby amended to read and provide: 3.250 Garba e Hauling - Schedule of Charges. The charges to be enacted by licensees shall conform to the latest schedule on file with the finance officer which shall be estab- lished by an ordinance adopted by the council and approved by the mayor. Section 2. Based upon the recommendations of the Eugene Garbage Board and the hearing before this Council, Resolution No. 3140 adopt- ed by the City Council on May 14, 1979 is hereby repealed, as of mid- night, May 31, 19$O,~and the rates for garbage services within the City of Eugene shall be as established herein, effective as of rune 1, 1980. Section 3. The monthly charge for residential and commercial removal of garbage from .32-gallon cans in the City is as follows: ~1} Outside a Mobile Home Park: ~a~ Fox a single 32-gallon can, once a week -~~----~~-_:~_~,___..,.___________..___$ 4.50 fib} For each additional 32-gallon can, once a week, 60-percent of a single can monthly rate ------~--------~- 2.70 ~c ~ For a single 3 ~ ~-gallon can , once a month, 55-~pexcent of a single--can monthly rate _____.~__________.~______~._ 2.50 ~d~ ~~`or removal down or upstairs , through a narrow corridor, or from an attic, baser~ent, or other place posing ex- traordinary difficulty a surcharge of not more than 50-percent of the applicable charge listed above, un- ordinance - 1 18628 less disapproved by the Garbage Board of the City. ~2} Inside a Mobile Home Park: ~a} Far a single-32 gallon can, once a week in a back yard, 75~-percent of the single-can monthly rate outside a mobile home park--------~---$ 3.40 ~:b} For a single 32-gallon can, once a week, at curb side, 60-percent of the single-can monthly rate outside a mobile home park----------- 2,70 Vic} The above mobile home park rates shall apply when the mobile home park management is billed for garbage removal within the mobile home park; however, the rates far garbage removal outside a mobile home park shall apply when the residents of a mobile home park are billed individually, Section 4. The rates specified in Section 3 above are subject to the following conditions and surcharges; 1. Cans shall not exceed 60 pounds in weight when filled. 2. Cans shall have lids, solid bottoms, and adequate hand holds, and service for them may be refused if the lids, bottoms, or hand holds are not adequate. 3. Extra charges of not less than $1.00 shall be made for extra garbage, brush, debris, or other material which may not exceed 6 feet in length. 4. Service of any type more frequently than once a week shall be chargeable at the monthly rate multiplied by the number of times that service is provided during the week. Section 5. Charges shall be for full capacity of each container furnished. Section 6 . The charge for removal o~ solid waste by means of a drop-box is $2 .05 for cubic-yard capacity of the box. There shall be a charge of $l 3, 75 for placemen t of such bax in a one-time pickup or for having such a box~xespotted . Demurrage shall be charged for a t the following rates: . ~_1~. In~addition to the other charges provided for herein, the garbage haulers are hereby authorized to collect from their customers any disposal site fees that may be levied against them by Lane County., upon review and approval by the Garbage Board. Section 10. That the provisions conta~,ned herein concern the public welfare and therefore, an emergency is hereby declared to exist, and this ordinance shall become effecti~re immediately upon its passage by the City Council a~.d approval by the N~ayor.
