THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. The City Council does hereby order a special elec- tion to be held in the City of Eugene, Oregon, concurrently with the Lane County special election on Tuesday,Tune 24, 198, at which election there shall be submitted to the e~,ectors of the City for their approval or rejection, the following Measures, to-wit: MEASURE NG . 5 ~. THE CITY OF EUGENE DOES ORDAIN' AS FOLLOWS: BE IT ENACTED BY THE ELECTORS OF THE CITY OF EUGENE, OREGON Section 1. Measure authorizes tax of $229,74 outside Constitutional 6~ li~itation on ownership of real propert 'Y in Downtown Development D~,str~ct only and not elsewhere in Ordinance - 1 18b30 City for operating expenses of District July 1, 1980 to June 30, 1981. If,Measure is approved, operating budget of Dis- trict to be financed by taxation on ownership of real prop-~ erty in District for Tax Year 1980-8~. wi11 be $1.8,172 mare than operating budget so financed in preceding year. Section 2. If voters approve this Measure, the Down- town Development Hoar will be able to continue to provide FREE parking for patrons of .the Downtown area. The cost far providing this service is paid partly by taxat~.on on property owners within the Downtown Development District boundaries and is not supported by taxes outside these boun- daries. If this Measure is approved, all of the tax will be financed by District taxpayers without any partial a ment AY by the State. The. need for additional revenue is due pri- marily to inflation and need for more parking spaces within the District. Section 3. This. Measure shall become effective July 1, 1980. Section 2. This Leasure authorizes a property tax levy of $15, 462, 713 for general City operations during July 1, 1980 - June. ~.30, 1981. This levy is within the voter approved tax base and will be financed partly by the State of Oregon. Section 3, This Measure shall become effective ~Tuly 1, 1980. Measure .authori2es $1~, 52~., ?66 property tax outside Constitutional 6~ limit for .general city operating expenses during the~tax year July 1, 1980.- June 3Q, 1981, with total City financing. Section 2, If thi.s~ Measure is approved, $1,21,?66 of the taxes levied will be totally finan~.ed by City tax- payers without any partial state pay~ent~ 1980. Section 3. This Measure shall become effective July 1, Ordinance - 3 18630 Section 2. The proposed measures shall be placed upon the official ballot by the City Recorder. There shall be furnished to the County Clerk fox Lane County a certified copy of the ballot titles for the measures and numbers of the measures to be voted upon. The City Attorney shall prepaxe a~,d the City Recorder shall furnish the ballot titles for the measures and direct that the County Clerk for Lane County place the measures upon the regular ballot to be used~at the Lane County special election to be held on June ~4, 198x, to be voted upon by the electors o~ the C~..ty at the special City election. Section 3. The necessary poll books, bal,l~ot bo,~es, tal1~ sheets and such other supplies fox' each pxecinct as are necessary for the carrying on of the election shall, be furnished, by the County Clerk for Lane County, and the supplies shall be delivered to the Election Board. . Section 4, .The City Council hereby orders that the election shall be held as a special election for the City of Eugene concur- rently with the Lane Cou~.ty special election on Tuesda~r, June 24, 1980 and hereby designates as the pol~,ing places for the election in the City of Eugene the polling places established and designated for the Lane County special election, and the City Council does here- by appoint the Clerks appointed t~ serge at the Lane County special election to serve in each of the polling places for the City election. Section 5 . The polls ~ shall. be open i,n each of the voting ~re- cincts at 8:00 o'clock a.m., Pacific Daylight Times and shall be kept open until 8:00 o'clock p.m., Pacific Daylight Tirne, on election day. Section 5. The C leek acting as chairman o~f the Election Board Ordinance - 4 18630 in the Lane County special election shall be chairman of the same Board of which he or she is a mer~nber in the City election, and the ballots shall be counted and tabulated and the results certified as provided by law. Section 7. The City Recorder is hereby directed to give not less than ten days notice of the special election by publication of one notice thereof in the Eugene Register Guard, a newspaper publish- ed in the City and of general circulation therein. Section 8. The matters contained herein affect the peace, health, and safety of the citizens of the City of Eugene, and therefore, an emergency is hereby declared to exist, and this ordinance shall become effective immediately upon its passage by the City Council and appro- val by the Mayor. .
