1. PUBLIC FORUM
Mayor:
The Public Forum is an opportunity for individuals to speak to the City
Council on any city-related issues except for those items which have already
been heard by a Hearings Official or are on tonight’s agenda as a public
hearing.
Each person will have three minutes to speak. When you come to the podium,
please give your name, city of residence, and, for Eugene residents, your ward if
known. The timer and lights indicate the time you have to speak. A yellow light
will come on when you have 15 seconds to complete your comments. The red
light indicates the end of three minutes.
Mayor closes Public Forum and asks for comments from the City Council.

I move to ratify the IGR Committee's unanimous
actions on bills and approval of staff recommendations in the May 20, 2009,
IGR Bill Reports for bills not pulled for discussion at those IGR meetings.

4. ACTION:
Resolution 4977 Adopting an Amendment to the Systems Development
Charges Administrative Fee and Amending Resolution No. 4900
City Council President:
I move to adopt Resolution 4977 adopting an
amendment to the Systems Development Charges Administrative Fee and
amending Resolution No. 4900.
Roll Call Vote
The Mayor adjourns the meeting of the Eugene City Council and convenes a meeting of the
Eugene Urban Renewal Agency.
5. ACTION:
Beam Development Extension Request
Urban Renewal Agency President:
I move to direct the Agency Director to 1)
amend the PSA to extend the required start of construction date by six months to
December 1, 2009, 2) negotiate with Beam to provide flexibility in the PSA, if
possible, regarding the City’s commitment for leased space, and if negotiations
are successful to amend the PSA without additional approval from the URA,
and 3) continue discussions with Beam and LCC regarding the possibility of
locating a new LCC Downtown Center on the Beam property.
