WORK SESSION: Downtown Update – East Broadway Council President: I move to authorize the City Manager to enter into a land transaction agreement between property owned by the City and property owned by the Shedd Institute for the Arts, LLC for the purposes of participating in the East Broadway/Whole Foods Development Project, in substantial conformity with the outline of terms described in Attachment A. Roll Call Vote Council President: I move to authorize the City Manager to enter into a Development Agreement with Broadway High Associates and Eugene City Council Agenda: February 22, 2006 L:\CMO\2006 Council Agendas\M060222\A060222S.doc Gerding/Edlen Developers for the public garage as part of the East Broadway/Whole Foods Development Project, in substantial conformity with the outline of terms described in Attachment B. The Development Agreement shall not include payments to BHA and GED in excess of $7 million and shall not require other City expenses related to the construction of the development in excess of $1.4 million. Roll Call Vote Council President: I move to approve the Financing Strategy as described in Attachment C and include the financing in the next supplemental budget and the FY07 proposed budget. Roll Call Vote Council President: I move to authorize the City Manager to sign an intergovernmental agreement between the City of Eugene and the Urban Renewal Agency in substantial conformity with the outline of terms described in Attachment D. Roll Call Vote Mayor adjourns the meeting of the Eugene City Council and convenes a meeting of the Eugene Urban Renewal Agency. 12:55 P.M.* B. URBAN RENEWAL AGENCY MEETING: Downtown Update – East Broadway Urban Renewal Agency President: Imove to direct the Agency Director to enter into an intergovernmental agreement between the City of Eugene and the Urban Renewal Agency in substantial conformity with the outline of terms described in Attachment A: Intergovernmental Agreement. Roll Call Vote Mayor adjourns the meeting of the Eugene Urban Renewal Agency and reconvenes the meeting of the Eugene City Council. 1:00 p.m.* C. WORK SESSION: Update on Implementation of Measure 20-106 (Police Auditor) Council President: I move to adopt the position description for the Police Auditor dated February 9, 2006, and use that as the basis for recruitment and selection of the position. Roll Call Vote Council President: I move to set the salary for the Police Auditor at Range ____ on the City of Eugene exempt salary schedule. Roll Call Vote Council President: I move to allocate up to $17,000 from the general fund contingency to the Human Resource and Risk Services Department in Fiscal Year 2006 for the purpose of recruitment and selection of the Police Auditor. Roll Call Vote Council President: I move to implement the police auditor and civilian review board oversight program in a manner that is consistent with the Police Commission recommendation of July 25, 2005.
