Strategies for Long-Term Financial Stability for
Transportation System Operations, Maintenance, and
Preservation
Council President:
I move to direct the City Manager to:
a) Include in the FY07 Proposed Budget a shift in 50% of the
funding for the street trees/median maintenance program
from the Road Fund to the Stormwater Fund.

b) Bring back a proposal for the implementation of a Eugene
Livability Fee (ELF) to fund programs that enhance
community livability and transportation alternatives,
including funding for the street trees/median maintenance
program.
c) Bring back a proposal for the implementation of a city-
wide Street Lighting Fee to fund the operation,
maintenance and enhancement of the City’s street lighting
system along arterial, collector and neighborhood streets.
d) Bring back to the council a draft ordinance for
reestablishing the previously-repealed Transportation
System Maintenance Fee to address not only the projected
ongoing operating deficit in Road Fund street operations
and maintenance, but also to generate additional revenue
to address the remaining annual funding gap in the
pavement and off-street bike path preservation programs.

March 13, 2006.

Mayor:
The Public Forum is an opportunity for individuals to speak to the
City Council on any city-related issues except for those items which have
already been heard by a Hearings Official or are on tonight’s agenda as a
public hearing.
Each person will have three minutes to speak. Please give your name and
address when you come to the podium. The timer and lights indicate the time
you have to speak. A yellow light will come on when you have 15 seconds to
complete your comments. The red light indicates the end of three minutes.
Mayor closes Public Forum and asks for comments from the City Council.
