AN ORDINANCE AMENDING EUGENE ORDINANCE NO. 18535;
AND DECLARING AN EMERGENCY.
The City of Eugene finds thata
1. Since the adoption of Eugene Ordinance Na. 18535,
declaring a moratorium on certain steps in the condominium con-
version process, the Condominium Conversion Task Force has studied
the issues regarding condominium and cooperative conversions.
That Task Force has prepared legislation for the consideration
of the Eugene City Council.
Z. The City Council has conducted a public hearing and
directed the Task Force to propose certain regulations in this
area,
3. The deliberations of the Task Force have confirmed
the findings as set forth in Eugene Ordinanance Na..1S535 justifying
the initial moratorium. These findings are incorporated by
reference herein and justify a limited extension of that mora-
torium.
4. A public hearing on the proposed regulations is scheduled
for June 9, 198.
5. A limited extension of the moratorium is necessary so
that unregulated conversion steps will not occur between the
present termination date of the moratorium and the likely
effective date of the new ordinance, This limited extension
will also allow time for the preparation and passage of administra-
tive rules implementing regulations of conversions. Such an
extension will allow time. for meaningful review of the proposed
legislation.

Based upon the above findings,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Sections 1 ~ 1 } , 1 ~ 2 } , and 1 ~ 3 } of Ordinance
No. 1$535, adopted by the City Council on November 26, 1979,
and approved by the Mayor on November Z8, 1979, are amended
by changing the date "June 1, 1980" in each such subsection
to "June 23, 198D".
Section 2. For the reasons stated in the findings of
this ordinance, an emergency is hereby declared to exist, and
this ordinance shall become effective immediately upon its
passage by the City Council and approval by the Mayor.
