AN ORDINA~~CE ESTABLISHTi~G A COMPREHENSIVE EN~PLOY-
~iENT AND TRAINING ACT CETA} PRISE SPONSOR ADVISORY
COUNCIL; A CETA YdUTH ADVISORY COUNCIL; AND A CETA
PRIVATE INDUSTRY COUNCIL; ADDING SECTIONS 2.125,
2.127, 2.129, 2.131, 2.133, 2.135, 2.137, 2.,139, AND
2.141 TO THE EUGENE CODE, 1971; AMENDING SECTION
2.013 OF THAT CODE; AND DECLARING AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The following new sections are hereby added to the
Eugene Code, 1971, to provide:
2.125 CETA Prime S onsor Advisory Council ~- Created. Pursuant
to CETA rules and re~ulativns, a CETA prime sponsor ad-
visory council is established to serve as an advisory body to the
city council, and to assist the city in planning and providing
program oversight.
2.127 CETA Pxi~ne S onsor Advisor Council - Membershi , Term
~o~f O~f~~`l~ce .
~l} The CETA prime sponsor advisory council shall con-
sist of l5 members nominated by the mayor and appointed by the
council. The members shall include two city councilors, and a
person representing each o~ the following:

~b}.. The Oregon State Employment .service;
~c} A veteran's organization;
~d}. Handicapped individuals;
~~}. Vocational education agencies;
~ f } Public assistance agencies;
fig} Field of education;
~.h} Education and training agencies and

~.1 ~ BuS1neS5 Sector ~
~.j} Organized labor;
{.k} Employees not represented by organized
labor;
~l} The city's ~~uman Rights Council;
gym} The CETA Youth Advisory Council; and
fin} The CETA Private Industry Council.
t2} Except as provided herein for initial members, the
term of office for each member shall be for f oar years.. The
term of office of initial members shall be:
Via} Five members shall be appointed to serve
a four--year term,

manner as original appointments,

tive vote of the city council at any time prior to the expira-
tion of his or her term.
2.129 CETA Prime S onsor Advisor Council - officers, Meetings,
Rules, and Procedures. The initial members of the prime
sponsor advisory counca.l shall adopt bylaws that provide for the
method of appQintn~ent of officers , the frequency of meetings ,
attendance requirements, the formation of subcommittees, and
rules of procedure necessary for the conduct of its business.
The bylaws and rules shall be consistent with state law, the
city charter and code, and CETA rules and regulations that are
applicable. The bylaws and rules shall be, submitted to the city
council and become effective upon council approval thereof.
2,131 CETA Youth Advisor Council - Created, A CETA youth
advisory council is hereby established, which shall be
a subcommittee of and advisory to the CETA prime sponsor advis-
ory council created under section 2.125 of this code,
2,133 CETA Youth Advisor Council -~ Memberships Term of office.
~l} Except as provi~,ed in subsection ~Z} ~d~ of this sec-
tionr the youth advisory council shall consist of l3 members
nominated by the mayor and appointed by the council. pursuant
to applicable CETA regulations, the mayor shall consult with the
CETA prime sponsor advisory council concerning nominations prior
to submission thereof to the city council for appointment. The
members shall include two youths participating in or eligible
for Youth Employment and Training Programs ~YETP~~ and a person
representing each of the following:

~.b} A local vocational advisory council;
{.c~ Post_secondary educational institutions;
~d~ The business sector;
~e~ organi2ed labor;
~~~ The apprenticeship community;
~g~ The Oregon State Employment Division;
~h} focal government involved in serving
youth;
Vii} Non-governmental agencies involved in
serving youth;

2.137 CETA Private Industr C~~uncil '- Created. A CETP~ private
industry council is hereby established to serve as an
advisory body to the city council.

12 members nominated by the mayor and appointed by .the city
council, In establishing the compQsitian o,f the original council,
the mayor shall nominate and the city council shall appoint a
chairperson who shall ,thereafter assa.st the mayar in nominating
the remaining CETA private industry council, members. The members
shall be selcted frprn the following sectors.

2.141 CETA Private Industr Council - Officers, Meetings,
Rules, and Procedures. The initial members of the CETA
private industry council shall adopt bylaws that provide for the

person}, the frequency of meetings, attendance requirements, the
formation of subcommittees, and ruses of procedure necessary far
the conduct of its business. The bylaws and rules shall be con-
sistent with state law, the city chartex and code, and applicable
CETA rules and regulations. The .bylaws and rules shall be~sub-
mitted to the city council and became effective upon council
approval thereof.
Section 2. The table of boards, commissions, and committees of
the City in Section 2. Q~.3 of the Eugene Code ~ ~.97~. ~ is hereby amended
by inserting in alphabetical order therein:

Section 3~. That the provisions contained herein concern the public
welfare and therefore an emergency is hereby .declared to exist, and
this Ordinance shall become effective immediately upon its passage by
the City Council and approval by ~ the N~ay4r.
