RECITALS:
The City Council of the City of Eugene did by Resolution No.~, adapted .March ~$.t-h,
19.19 ,determine to pave streets and construct sand tary sewer on X11 zabeth Ave .
from Jensen Drive to Beltline Road.
The City Council authorized the execution of a contract far the construction of the local
improvements on June 11th , 19 79 ;
The local improvements have been constructed in accordance with the contract and applicable
provisions of the Eugene City Code and the cost thereof and amount to be assessed have been ascertained to be:

The City Council has established the method of calculating local
improvement assessments in Sections 7.170 through 7.180 of the Eugene City
Code ; and
~iotice of the proposed assessment to the owners and reputed owners
of the hereinafter designated parcels of real property has been heretofore. duly
and regularly given in comp1ianc.e with the provisions of Chapter 7 of the
Eugene City Code, and the City Council has heard any and all protests,
ob~ectians and remonstrances thereto and has fully considered them.

Section 3. That the City Council of the City of Eugene does
hereby determine that each parcel of land or tat hereinbefare described
~s specifically benefitted to the extent of the assessment hereinbefare
set forth, and does hereby declare each and all of said assessments to
be 1 i ens upon the respective 1 ats , parts of 1 ots or parcels of 1 and
against which said several amounts are assessed, and orders and directs
the City Recorder to enter in the docket of City i.iens, a statement thereof
containing the following:
First: A description of each tat, part of lot ar acreage properly
liable for such improvement. ,
Second: The name of the owner ar reputed owner thereof, ar that
the name of the owner is unknown.
Third: The sum assessed upon said property and the date of entering
the same in the said docket of City ~.iens.
Section ~4, That these provisions concern the public welfare
because of the necessity to promptly record and ascertain the amount of
each assessment and the lien arising therefrom, and the need to promptly
notify affected property owners, and therefore an emergency is hereby
declared to exist, and this Ordinance shall become effective immediately
upon its passage by the Gauncil and approval by the Mayor,
