AN ORDINANCE DESIGNATING THE TIFFANY BUILDING
AS A HISTORIC LANDMARK WITHIN THE CITY OF EUGENE, OREGON
THE CITY COUNCIL OF THE CITY OF EUGENE FINDS THAT:
Pursuant to Sections 2.402, 2.407, and 2.405 of the Eugene Code, 1971,
the City Counci 1 has the authority and respons i bi 1 ity, subject to the 1 imi tati ons
contained therein, to designate certain buildings, structures, other physical
objects, ~ ncl udi ng they r s1 tes, and geographic areas within the City as Hi stori c
Landmarks.
Based upon the report received from the Historic Review Board, the
materials that have been transmitted therewith, and the evidence presented before
the Historic Review Board and this Council, the application for designation as
an Historic Landmark i s consistent with applicable statewide and l ocal ly-adopted
plans, and the Tiffany Bui 1 di ng, including its site, for which Historic Landmark
designation has been requested meets one or more of the criteria required for
Historic Landmark designation.
NOW, THEREFORE,
Based upon the foregoing, the City Counci 1 hereby adopts as its own the
specific affirmative findings contained i n the Historic Review Board staff notes
and minutes of May 29, 1980, for the reasons set forth therein, and
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Under authority of Section 2.408 of the Eugene Code, 1911,
the Tiffany Bui 1 di ng and its site, which i s 1 ocated on the fol 1 owi ng described
real property i s hereby designated as a Hi stori c Landmark .
Commencing at the Southwest corner of Lot 7, Block 8 of Skinner's donation
to Lane County, as platted and recorded in Volume A, Page 122, Lane County
Oregon Deed Records, bey ng at the intersection of the North 1 i ne of Eighth
Street with the East 1 i ne of Wi 11 amette Street of said City, and running
thence East of the North 1 i ne of Eighth Street 114 feet, thence North
paral 1 el with Wi 11 amette Street 55 feet, thence West paral 1 el with Eighth
Street 114 feet to the East line of Willamette Street and thence South on
said 1 i ne 55 feet to the place of beginning, i n Eugene, Lane County,
Oregon.
Section 2. The Tiffany Bui 1 di ng and its site sha11 be control 1 ed by the
restrictions set forth in Exhibit "B" and by Sections 2.409 through 2.411 of the
Eugene Code, 1971.

Section 3. The owner of the Tiffany Building and its site may make
proposals to the City for its repair, maintenace, or restoration as provided in
Section 2.412 of the Eugene Code, 1971.
Section 4. The Finance Director is hereby directed to record a copy
of this Ordinance, including the Exhibit hereto, i n the Lane County Official
Deed Records.

EXHIBIT A
RESTRICTIONS--HISTORIC LANDMARK (H 80-1)
Repair and Maintenance Section:
The repair and maintenance of the exterior det ai 1 i ng of the Tiffany Bu i ]ding ,
_ . that dupl ~cates the or~g~nal or replaces existing in composition, design, color,
and other visual qualities, shall be permitted without an alteration permit.
For all other changes an alteration permit shall be required as specified in
Section 2,409 of the City Code.
Standards Sect i an
Al ter at i on of the exterior of the Tiffany Building shall be reviewed by the
r~ Historic Review Board as provided for in Section 2.409 of the City Code.
However, alterations of a minor nature, where there is 1 ittle or no impact on
the landmark, where the alteration could later be removed without adverse
effect, and which conform to the criteria outlined in Section 2.4093}, may be
reviewed by Historic Review Board st of f and need not otherwise be considered by
the board. Proposed alterations to the building shall be in character with the
structure's original exterior or the Commercial Style of architecture.

Uses a] lowed under the structures C-3 Central Business District zoning shall be
al ]owed to continue as long as they do not adversely affect the character of the
exterior of the structure.
Code Modification Section:
Zoning and sign regulations shall not be affected by the historic landmark
designation of the Tiffany Bui ]ding,
