HomeMy WebLinkAboutOrdinance No. 18659(H 75-3) ORDINANCE N0. ~~~ AN ORDINANCE DESIGNATING THE HAYSE BLACKSMITHING SHOP AS A HISTORIC LANDMARK WITHIN THE CITY OF EUGENE, OREGON THE CITY COUNCIL OF THE CITY OF EUGENE FINDS THAT: Pursuant to Sections 2.402, 2.407, and 2.405 of the Eugene Code, 1971, the City Council has the authority and responsibility, subject to the limitations contained therein, to designate certain buildings, structures, other physical objects, including their sites, and geographic areas within the City as Hi stori c Landmarks. Based upon the report received from the Historic Review Board, the materials that have been transmitted therewith, and the evidence presented before the Historic Review Board and this Council, the application for designation as an Historic Landmark i s consistent with applicable statewide and 1 oral ly-adopted plans, and the Hayse B1 acksmi th Shop, i nc1 udi ng its site, for which Historic Landmark designation has been requested meets one or more of the criteria required for Historic Landmark designation. NOW, THEREFORE, Based upon the foregoing, the City Council hereby adopts as its own the specific affirmative findings contained i n the Historic Review Board Staff Notes and minutes of May 29, 1980, for the reasons set forth therein, and THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Under authority of Section 2.405 of the Eugene Code, 1971, the Hayse Bl acksmi thi ng Shop and its site which i s 1 orated on the fo1 l owi ng described real property ~s hereby designated as an Historic Landmark. Lot 10, EXCEPTING that part in van Buren Street, and all of Lot 11, in B1 ock 3, i n SLADDEN`S THIRD ADDITION TO EUGENE, as platted and recorded i n Lane County Oregon Plat Records, in Lane County, Oregon. Section 2. The Hayse Blacksmithing Shop and its site shall be controlled by the restrictions set forth in Exhibit "A" and by Sections 2.409 through 2.411 of the Eugene Code, 1971. Section 3. The owner of the Hayse Blacksmithing Shop and its site may make proposals to the City for its repair, maintenance, or restoration as provided in Section 2,412 of the Eugene Code, 1971. For all other changes, an alteration permit sha11 be required as specified in Section x.409 of the City Code. Standards Section : Alteration of the exterior of the Hayse Blacksmithing Shop will be reviewed by the Historic Review Board as provided for in Section 2.409 of the City Code. However, alterations of a minor nature, where there is little or no impact an the landmark, where the alteration could later be removed with- out adverse effect, and which conform to the criteria outlined in Section 2.409 ~ 3 } may be reviewed by Historic Review Board staff and need not of her- wise be considered by the Board, Proposed alterations to the blacksmithing shop sha11 be in character with the structure's original exterior.
