CONDUCTED BY THE LANE COUNTY ELECTION DEPARTMENT ON THE 16TH DAY OF SEPTEMBER, I98fl, FOR THE PUR- POSE OF SUBMITTING 1^O THE LEGAL ELECTORS OF THE CITY OF EUGENE A MEASURE AUTHORIZING A~$1,~33,8~~ PROPERTY. TAx OUTSIDE 1988-81 CHARTER LIMIT FOR GENERAL~CITY OPERATIONS DURING 1980-~81 TAx YEAR; ADOPTING PALLING PLACES AND PROVIDING FOR ALL ACTS NECESSARY FOR THE CARRYING ON OF SAID ELEC- TION; AND DECLARING AN EMERGENCY. THE CITY OF EUGENE DOES ORDAIN AS FOLLar~~S: Section 1. MEASURE NO.. 51 MEASURE SUBMITTED TO THE VOTERS BY THE CITY COUNCIL Shall City Council levy in excess of 19 84 81 Charter tax limit general property taxes of $1,233,82p for 1980-81 tax year? THE CITY OF EUGENE DOES~ORDAIN AS FOLLOWS! BL IT E~IACTED BY THE ELECTORS OF THE CITY OF EUGENE, OREGON: Section 1. Measure authorizes $1,233,820~propert tax outside 1~9 8 0~-- 81 Charter limit for Y general city operations during the tax year July 1, 198Q - June 3Q, 1981, with tax to be financed partly by State of Oregon. Section ~. This measure authorizes a property tax le of $15,174,767 for general Cit o eratio ~ ~' p ns during July 1, 198Q -- June 3Q, 1981. This levy is within the voter a rov-~ ed tax base and will be financed art _Pp p ly by the State of __ Oregon. Section 3. This Measure shall become effective Jul 1 198Q. Ordinance -- ~, ! 868'f Section 2. The proposed measure shall. be placed upon the official ballot by the City Recorder. There shall be furnished to the County Clerk for Lane County a certified copy of the ballot title for the measure and number of the measure to be voted upon. The City Attorney shall prepare and the City Recorder shall furnish the ballot title fvr the measure and direct that the County Clerk for Lane County place the measure upon the regular ballot to be used at the Lane County special election to be held an September 16, 1980, to be voted upon by the electors of the City at the special City election. Section 3, The necessary poll books, ballot boxes, tally sheets and such other supplies for each precinct as are necessary for the carrying on of the election shall be furnished by the County Clerk for Lane County, and the supplies shall be delivered to the Election Board, Section 4. The City Council hereby orders that the election shall be held as a special election for the City of Eugene concur-- rently with the Lane County special election on Tuesday, September 16, 1980 and hereby designates as the polling places for the elee- tion in the City of Eugene the palling places established and de-- signated for the Lane County special election, and the City Council does hereby appoint the Clerks appointed to serve at the Lane County special election to serve in each of the polling places for the City election. Section 5. The polls shall be open in each of the voting pre- cincts at 8:40 o'clock a.m., Pacific Daylight Time, and shall be kept open until 8:00 o'clock p.m., Pacific Daylight Time, on election day. The Clerk acting as chairman of the Election Board ~~ in the Lane County special election shall be chairman of the same Board of which he or she is a member in the Cit election a Y ~ nd the ballots shall be counted and tabulated and the results certified as provided by law. Section 7. The City Recorder is hereby directed to give not less than ten days notice of the special election by publication of one notice thereof in the Eugene Register Guards a news a er ublish- Pp P ed in the City and of general circulation therein. .~ ~~ Section 8.
