AN ORDINANCE CONCERNING PARKING; ESTABLISHING
CERTAIN FEES; AMENDING SECTIQNS 5.010, 5.040,
5.232, 5.275, 5.250 AND 5.255 CF THE EUGENE
CGDE, 1971; ADDING SECTION 5.335 TO THAT CODE;
REPEALING SECTIONS 2, 3 AND 4 OF ORDINANCE NO.
18554; PROVIDING EFFECTIVE DATES; AND DECLARING
AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Section 5.010 of the Eugene Code, 1971, is hereby
amended by inserting in alphabetical order the following words and
their accompanying meanings:
5.010
Car Qol. Three or more individuals who commute
to and from .work together in a single vehicle on a
regular basis at least four days each week.
Ride--share. Two individuals who commute to and
from work together in a single vehicle on a regular
basis at least four days each week.
Section 2, Subparagraph 4, of subsection ~.f~ of Section 5.040
of the Eugene Code, 1971, is hereby amended to provide:
5.040 Duties of the,,,,, C„lty Manager. The city manager or his
designate shall exerGise~the following duties by admin-
istrative actions:
~_f} Establish, maintain, remove, or alter the
following classes of traffic controls:
4. Parking areas and time limitations,
including the form of permissible parl~ing and
any fees therefor.
Section 3. Subsection ~3~ of Section 5.232 of the Eugene Cade,
19?l, is hereby amended to provide:
5.232 Prohibited Parking in Downtown Development District.
~3} Except on a Sunday or holiday or upon conditions
and payment of charges or rates establ~.shed in this chapter,
no such person may, while in his place of employment, while in
his residence, or while in such a hotel or motel, park a motor
vehicle between 9 a.~n. and 6 p.m, an any day in an on-street

or off-street parking place provided in the district by the
city.
Section 4. Section 5.275 of the Eugene Code, 1971, is hereby
amended to provide:
5.275 Parkin Control Officer. Parking control officers are
authorized to issue citations and natives of violation
of parki~Yg provisions of this code to violators, but are not
authorized to arrest.
Secion 5 . Subsection ~ 2 ~ of Section 5.2 8 D of the Eugene Code,
1971, is hereby amended to provide:
5.250 Special Permits for Ph sical~. Disabled Persons.
~2~ Except as provided in section 5.232 of this chap-
ter, the permit shall entitle the permittee to park his motor
vehicle, free of charge and over time in any marked parking zone,
other than in those restricted to less than one hour as the
maximum length of ti~te in which parking is permitted therein,
during all hours when it is otherwise lawful to park in such
space. In parking zones restricted tv less than one hour as
the maximum length of time in which parking is permitted, the
permit shall entitle the permittee to park his motor vehicle
therein free of charge only for the maximum period of time
designated for the zone.
Section ~. Section 5.255 of the Eugene Code, 1971, is hereby
amended by adding the following subsections thereto:

~5~. The following minimums and maximum charges are
hereby established for off-street parking facilities to be
effective O'anuary lst of the year designated unless otherwise
expressly provided. The charges for a specific facility or part
thereof to be established by administrative action of the city
manager except he may not establish the charges for parking fa-
cilities within the Downtown Development District without first
receiving the recommendation of the Downtown Development Board.

in subsection ~_5~ o~ this section for persons who ride-
share, carpool or ride motorcycles and park them in
designated spacesr for physa.cally disabled persons,
for participants in special events of community inter-
est, for persons required to park at city hall in order
to perform their official duty or for persons obligated
under a contract to perform services at city hall when
the cost of such parking would be passed on to the city
as part of the contractual obligation to pay far the
services; and

part thereof..

subsections ~5~ and ~6~. of this section, the following shall

by subsection ~.2~ of section 5.232 of this code;

obligations of existing or proposed parking facilities;

in px~ximity to the Eugene Performing Arts Center,
the 1e~rel of tax support the city provides to that
center.
Section 7. Section 5.335 is hereby added to the Eugene Code,
1971, to provide:
5.335 4n-Stxeet Parkin ~tetex Rates.
~l The on--street parking :meter rates for the city
are hereby established at $0.25 for one hour and $i.Qa for five
hours.
~2~ The city manages.- when designating parking meter
zones and time limitations by admi~,istrative action may adjust
the time received for depositing less than a twenty-five cent
coin to approximate the rates established in subsection ~l} of
this section. In making this adjustment consideration shall be
given to the cost of modifying the parking meters affected and
the demand fox par~.ing in the zone .
~3~ when there is a limited supply of parking meter

continue to use parking meters which have a rate less than the
rate established in subsectio~~ ~1} of this section until such
time as the meters can be modified or replaced so long as it
