AN ORDINANCE DESIGNATING THE FAIRMOUNT PRESBYTERIAN CHURCH
A HISTORIC LANDMARK WITHIN THE CITY OF EUGENE, OREGON
THE CITY COUNCIL OF THE CITY OF EUGENE FINDS THAT:
Pursuant to Sections 2.402, 2.407, and 2.408 of the Eugene Code, 1971,
the City Council has the authority and responsibility, subject to the limitations
contained therein, to designate certain buildings, structures, other physical
objects, including their sites, and geographic areas within the City as Historic
Landmarks ,
Based upon the report received from the Historic Review Board, the
materials that have been transmitted therewith, and the evidence presented
before the Historic Review Board and this council, the application for designa-
tion as a Historic Landmark is consistent with applicable statewide and
locally adopted plans, and the Fairmount Presbyterian Church, including its
site, far which Historic Landmark designation has been requested meets one ar
more of the criteria required for Historic Landmark designation.
NOW, THEREFORE,
Based upon the foregoing, the City Council hereby adopts as its own the
specific affirmative findings contained in the Historic Review Board staff
notes and minutes of September 25, 1980, for the reasons set forth therein,
and
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Under authority of Section 2,408 of the Eugene Code, 1971,
the Fairmount Presbyterian Church, including its site, which is located on the
fo11 owi ng described real property ,i s hereby designated as a Hi stor i c Landmark .
Tax Lots 21 and 22, B1 ock 12, amended p1 at of Fai rmaunt, as p1 atted and
recorded in Volume 25, page 289, in Lane County, Oregon, Deed Records,
in Lane County, Oregon.
Section 2, The Fairmount Presbyterian Church, including its site, shall
be controlled by the restrictions set forth in Exhibit "A" and by Sections 2.409
through 2,411 of the Eugene Code, 1971.

Section 3. The owner of the Fairmount Presbyterian Church, including its
site, may make proposals to the City for its repair, maintenance, or restoration
as provided in Section 2.412 of the Eugene Code, 1971.
Section 4. The Finance Director is hereby directed to record a copy
of this Or ~nance, including the Exhibits hereto, in the Lane County Official
Deed Records.

RESTRICTIONS--HISTORIC LANDMARK ~H $0-4~
Repair and Maintenance Section : The repair and maintenance of the exterior
detai 1 ing of the farmer Fairmount Presbyterian Church that duplicates the
original or replaces existing in composition, design, color, and other visual
qualities sh al 1 be permitted without an alteration permit . Far all other
changes, an alteration permit shall be required as specified in Section 2.409 of
the City Code .
Standards Section: Alteration of the exterior of the former Fairmount Presby-
ter i an C urc sal ] be reviewed by the Historic Review Board as provided for i n
Section 2.409 of the City Code. However, alterations of a minor nature, where
there is little or no impact on the landmark, where the alteration could later
be removed without adverse effect, and which conform to the criteria outlined in
Section 2.409 may be approved by Historic Review Board stuff and need not
otherwise be considered by the board. Proposed alterations to the building
shall be in character with the structure's original exterior or the Georgian
Revival style of Architecture.
Use Section: Uses allowed under its R-1 Single-Family Residential District
zoning sha l be allowed to continue as long as they do not adversely affect
the character of the exterior of the structure.
Code Modification Section: zoning and sign regulations shall not be affected by
the Historic Landmark designation of the former Fairmount Presbyterian Church.
