ISSUE STATEMENT
The Sustainability Commission is required to develop an annual work plan and present it to the council
for approval. This is the commission’s second work plan and first annual report.
BACKGROUND
In 2007, the council adopted Ordinance No. 20379 establishing the Sustainability Commission as a
policy advisory body to the council and City Manager to assist in the development of programs to create
or enhance sustainable practices within the community. The Sustainability Commission is charged with
advising on policy matters related to sustainable practices, businesses that produce sustainable products
and services, City building design and infrastructure, and related issues that directly affect sustainability
efforts considered by the City Council.
This year, the Sustainability Commission has developed a more specific work plan to build on the initial
work plan framework presented to the council last year. The commitment from commissioners remains
very high to recommend actions to the council to help create a more sustainable community.
Work Plan FY10 Outline
The work plan for the coming year focuses on four main areas, as well as on allocating time to help
implement the recommendations accepted by the council and City Manger in the last year and
acknowledging that space for emerging issues also needs to be included.
The four new outcomes the commission will work on are:

Build community understanding of the triple bottom line (social equity, environmental health
and economic prosperity).
?
Link land use and transportation planning more closely with sustainability goals.
?
Develop more sustainable businesses, including creation of “green” jobs and “greening” of
existing jobs and businesses.
?
Partner with groups and agencies working on social equity issues.
To follow up on the work already underway the commission will also focus on these three outcomes:

Decrease Eugene community and City organization carbon emissions, including decreasing
fossil fuel use 50 percent by 2030, and plan for adaptations.

Develop and implement the triple bottom line assessment tool and waste reduction goal.

Develop a community food security scoping and resource plan, with a wide variety of
community partners.
The commission also noted the need to respond to time-sensitive, emerging issues and any issues as
requested by the City Council or City Manager.
First Annual Report
The annual report summarizes progress and accomplishments and reviews the work and challenges of
the commission. In addition to the recommendations adopted by the council, one of the achievements of
the commission has been the instigation of community liaisons and the initial development of
relationships with the many other community groups and organizations working on sustainability
initiatives.
The scope of the commission’s task remains a challenge. Creating a more sustainable community is a
huge undertaking that requires identification of key issues, commitment to change and resources at
many different levels. Expectations remain high from commissioners and community members that the
commission will be able to move swiftly and continue to make substantive recommendations to the
council.
RELATED CITY POLICIES
The Sustainability Commission arises from the Sustainability Initiative Goal that supports and builds on
several sustainability resolutions that the council has adopted. On February 28, 2000, the City Council
adopted Resolution No. 4618, which outlined a definition and statement of intent regarding the
application of sustainability principles to the City of Eugene, and affirmed the commitment of City
elected officials and staff to uphold these principles. To further this action, the City Council adopted
Resolution Nos. 4884 and 4887 in the summer of 2006, regarding a sustainable buildings policy for
City-owned and -occupied buildings.
In November 2006, Resolution No. 4893 was adopted, committing the City to sustainable practices and
to businesses that produce sustainable products and services. This was followed in February 2007, by
Ordinance No. 20379 which created the Sustainability Commission.
COUNCIL OPTIONS
The council could:
1. Approve the work plan framework and accept the annual report, or
2. Approve the work plan framework with changes and accept the annual report, or
3. Request changes to the work plan before approval and accept the annual report.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends Option 1, approval of the Sustainability Commission work plan and
acceptance of the annual report.

SUGGESTED MOTION
Move to approve the Sustainability Commission work plan and accept the annual report.
