ADOPTION OF STANDARDS FOR POLICE UNIFORMS
ADMINISTRATIVE RULE R-2.665.
The City Manager of the City of Eugene finds that:
A. Section 2.019 of the Eugene Code, 1971 ("EC"), authorizes the City Manager to
adopt rules for implementation of any provisions of that Code. In addition to that authority, EC
2.665, which was adopted by Ordinance No. 20344 on May 23, 2005, specifically authorizes the
City Manager to adopt rules regarding features of police uniforms, pursuant to EC 2.019.
B. Pursuant to that authority, on January 6,2006, I issued Administrative Order No.
56-06-01, proposing the adoption of Standards for Police Uniforms Administrative Rule R-
2.665, in order to comply with the requirement in EC 2.665(3) that the features constituting the
official sworn officer's uniform be defined, and the features that make a uniform substantially
similar to the official sworn officer's uniform be defined.
C. Notice of the proposed Rule was published in the Register-Guard, a newspaper of
general circulation within the City, on January 27,28,29,30, and 31, 2006, and made available
to any person who had requested such notice. In addition, pursuant to EC 2.665(5), the Notice
and proposed Rule were sent to other public safety agencies and private security companies for
input and consultation to the provisions of the Rule. The Notice provided that written comments
would be received for a period of 15 days from the first publication date. No comments were
received within the time or in the manner described in the Notice.
Based on the above findings and the findings contained in Administrative Order No. 56-
06-01, which are hereby adopted, and pursuant to the authority ofEC 2.019 and 2.665, I adopt
Standards for Police Uniforms Administrative Rule R-2.665 to provide as follows:
STANDARDS FOR POLICE UNIFORMS
ADMINISTRATIVE RULE R-2.665
R-2.665-A "Official Sworn Officer's Uniform" Defined.
As the term is used in Section 2.665 of the Eugene Code, 1971, an "official sworn
officer's uniform" includes the following distinguishing features:
1. Solid blue or black shirts and pants, with the shirt and pant of the same color;

Shield-shaped patches on both shoulders, each patch containing an image of the
Oregon State Seal and the words "Eugene Police;"
Seven-point star badge, either metallic or embroidered, on right shirt front with
the words "City of Eugene" imprinted therein;
A metallic nameplate on the left shirt front.

"Substantiallv Similar to the Official Sworn Officer's Uniform" Defined.
A uniform is "substantially similar to the official sworn officer's uniform" if the uniform
is solid blue or solid black, with the shirt and pant of the same color, and has any of the
following distinguishing features:
1. The shirt has shield-shaped patches 0 neither shoulder 0 r a rm and the uniform
includes or incorporates a star badge with any number of points, whether the
badge be metallic or embroidered; or
2. The uniform contains the words "Eugene" and "police," in any combination.
