By comparison, crews repaired 252 potholes over the entire month of December. And even more potholes are expected to surface as a result of the recent heavy rains. A pothole is a street surface failure that can take different forms. The failures can range from a single, small-diameter hole to a larger area where the entire top layer of asphalt crumbles away along the wheel path of a travel lane. Poor drainage, age of the asphalt, and vehicle traffic frequency influence the development of this type of street surface failure. The profusion of potholes is typical during the winter months due to freezing temperatures and higher levels of rainfall that crack and weaken asphalt street surfaces. As groundwater saturates surrounding soil, roadbeds become softer and more vulnerable to the development of surface failures. Rain runoff also Before and after penetrates the street through surface cracks. When the weight of traffic is added to the mix, the top layers of asphalt can separate and break away, creating what is traditionally known as a "pothole." To ensure the safety of the traveling public, maintenance crews repair deep potholes during the winter, even when it’s raining, using a high-performance polymer material called “cold mix.” More effective ongoing preventative maintenance programs such as crack sealing, roadside ditch maintenance and summer season hot mix asphalt repair can help to reduce the frequency of potholes. Staff also uses a comprehensive pavement management program to prioritize streets for repairs such as full-street overlays to maximize the service life of Eugene’s pavements. For more information about street repairs, contact Street Surface Manager Eric Johnson at 682-4904. “Lost Tickets” Found th Hult Center custodian, Judy McLaughlin, was giving a routine pressure wash to the ramp at the 6 Avenue entrance to the Hult Center lobby when she uncovered a small bronze sculpture -- what staff and community members have come to call the “Lost Tickets.” The sculpture, a ticket envelope with two Hult Center show tickets, was accidentally covered up during a ramp resurfacing project in the summer of 2003. The ramp was treated with a special coating to make it safer in the wet weather. Following the procedure, staff used metal detectors and other methods to try and locate the piece of lost art, but was unsuccessful. Fortunately, the sculpture was undamaged as the contractor had sealed it for protection during the resurfacing project. EUGENE CITY COUNCIL NEWSLETTER PAGE 1 March 3, 2006 The bronze tickets are a part of six, life-size, realistic, cast bronze sculptures which creating artist Anita Fisk called “mini-mentals.” A pushbroom, an umbrella, a hat, a glove, a cup and spoon, and the show tickets are meant to be small surprises…”to be searched out, to reflect the worker, viewer, performer and artist, all of whom converge at the Hult Center for mutual or differing intentions.” The Hult Center houses a great number of public art pieces—both indoors and out. From etched glass panels in the bridge connecting the parking structure to the Hult Center, to fused glass in the ticket office windows, to the bronze sculptures located throughout, there is much to enjoy. Thanks to the recent discovery, the show tickets once again will be included in the free Back Stage Tours offered twice a week by SHO (Support HultCenter Operations) volunteers. These fun and interesting tours take place on Thursdays and Saturdays at 1 p.m. (for more information call 682-5733). The tours and the public art support Cultural Services Mission Statement items #2—Ensuring the community has reasonable access to the Hult Center events, and #5—Using its facilities in support of the visual arts in the community, as well as strengthen the City Council’s priority of promoting “Arts and Outdoors” as a theme for Eugene. For more information, contact Billie Rathbun-Moser, marketing and public relations, at 682-8380, billie.c.rathbunmoser@ci.eugene.or.us. th Eugene Parks Celebrate 100 Anniversary Eugene’s first park was established in 1906 with the creation of Hendrick’s Park, and throughout 2006 the City of Eugene will be celebrating “100 Years of Parks.” Over the past century, Eugene’s parks and open space system has grown to include more than 70 public parks, 45 playgrounds, six community gardens, 60 miles of trails, and over 3,000 acres of natural areas. th To commemorate the 100 year, several events have been planned to reach out to community members. In March, the Eugene Parks Foundation and the Parks and Open Space and Recreation th divisions will host the 100 Anniversary Celebration Kick Off Dinner at the Downtown Athletic Club ballroom. In April, Eugene’s First Annual Children’s Nature Film Festival will be held at the McDonald Theater, and a birthday party is being planned for Hendricks Park in late summer. Eugene Public Library E-mail Service The Eugene Public Library can help patrons get organized in the New Year. The Library will send "your request is in" and overdue notices by e-mail to those who sign up for e-mail notification service. The e-mail option offers a number of features many people prefer, including naming the titles of overdue items and providing reminders a few days before items are due. Also, e-mail makes it easy to save the information for later reference, or to print it as a checklist. Reports EPL Technology Manager Margaret Hazel, "Library users who’ve already switched to e-mail tell us they’re really happy with this service.” E-mail notification is just one way to access Library resources from a home or office computer. At the Library website, www.eugene-or.gov/library, cardholders can check their password-protected accounts to see due dates and to renew loans. They can also search the Library catalog, place “hold” requests, and use electronic resources offering everything from expert health information, to the ability to search for articles in newspapers and magazines, to the opportunity to practice taking standardized tests.
