Councilors Present: Matt Keating, Alan Zelenka, Mike Clark, Jennifer Yeh, Greg Evans,
Lyndsie Leech, and Randy Groves
Councilors Absent: Emily Semple
Mayor Vinis opened the November 13, 2023, meeting of the Eugene City Council in a hybrid
in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
The Pledge of Allegiance to the Flag was led by Officer Rebecca Warden, in recognition
of Veteran's Day.
2. CEREMONIAL MATTERS
Mayor Vinis read proclamations for Native American Heritage Month and Transgender
Day of Remembrance.
3. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Evans -shared updates from the Intergovernmental Relations Committee
regarding legislative priorities, including support for ballot measure 110 reform and
one time funding to assist with the Peace Health University District hospital closure.
• Councilor Zelenka -shared updates from the Police Commission regarding its
discussion on the use of video cameras around the City.
• Mayor Vin is -acknowledged community members Confederated Tribes of Coos,
Lower Umpqua and Siuslaw Indians Chief Donald "Doc" Slyter, Evelyn Anderton, and
Priscilla Gould, who recently passed away.
• Councilor Keating -acknowledged additional community members Julie Whitmore
and Frank Vignola who passed away; showed appreciation for United States
Veterans; shared updates from the Human Rights Commission regarding its
vacancies; acknowledged the Middle East conflict and encouraged people to donate
to the American Red Cross.

B. Approval of City Council Tentative Agenda
MOTION: Councilor Groves, seconded by Councilor Keating, moved to
approve the items on Consent Calendar 1.
VOTE: 7:0 PASSED
5. ACTION: An Ordinance Amending the Eugene-Springfield Metropolitan Area
General Plan Diagram to Redesignate the Property Identified as Assessor's Map
17-04-32-14, Tax Lot 002000 Nd Assessor's Map 17-04-32-13, Tax Lot 00600
from Campus Industrial to Light Medium Industrial and Rezone the Property
from E-1 Campus Employment to 1-2 Light Medium Industrial.
City Manager Medary introduced the proposed ordinance.
MOTION: Councilor Groves, seconded by Councilor Keating, moved to
adopt the Ordinance Amending the Eugene-Springfield Metropolitan
Area General Plan Diagram to Redesignate the Property Identified as
Assessor's Map 17-04-32-14, Tax Lot 002000 Nd Assessor's Map 17-
04-32-13, Tax Lot 00600 from Campus Industrial to Light Medium
Industrial and Rezone the Property from E-1 Campus Employment to
I-2 Light Medium Industrial.
VOTE: 7:0 PASSED
6. ACTION: An Ordinance Concerning Climate Friendly & Equitable Communities
Parking Standards; Amending Sections 9.0500, 9.2160, 9.2430, 9.2450, 9.2751,
9.2775, 9.3030, 9.3116, 9.3125, 9.3155, 9.3165, 9.3515, 9.3625, 9.3631, 9.3715,
9.3811, 9.3815, 9.3910, 9.3915, 9.3950, 9.3970, 9.5150, 9.5200, 9.5350, 9.5450,
9.6105, 9.6205, 9.6410, 9.6415, 9.6420, 9.6430, 9.6435, 9.6440, 9.6794, 9.6810,
9.6815, 9.6820, 9.8030, 9.8615, and 9.9500 of the Eugene Code, 1971; and
Providing an Effective Date.
City Manager Medary introduced the proposed ordinance.
MOTION: Councilor Groves, seconded by Councilor Keating, moved to
adopt the Ordinance Concerning Climate Friendly & Equitable
Communities Parking Standards included as Attachment A to the AIS.
Council Discussion:
■ Councilor Groves -stated that while he does appreciate aspects of the Climate
Friendly & Equitable Communities legislation, he has concerns regarding the
State's mandates and the erosion of home rule authority; believes Oregon cities
should maintain the ability to manage and make these types of decisions.
■ Councilor Clark -asked if the Land Conservation and Development
Commission's work was founded in existing statutory authority and not from an
executive order from the governor; asked if the legislation has been litigated at
the State's supreme court level alongside home rule authority; noted concerns

with proposed ordinance; suggested staff look to the role Springfield's Planning
Commission has taken to provide recommendations.
■ Councilor Zelenka -noted one of his biggest concerns with the new rules was
related to the reduced parking requirements; asked if the Council must enact
one of the options presented; asked what would happen if Council choses to do
nothing; noted concerns with unintended consequences of the rule going into
effect by itself; noted he will support the motion despite his stated concerns.
■ Councilor Groves -stated he has been considering the options and the outcomes
of this vote; noted concern with how the Land Conservation and Development
Commission is trying to execute the ordinance.
■ Councilor Clark -noted that he intends to vote no; stated that if the Council
votes against the ordinance, it may have to engage in its own lawsuit.
■ Councilor Keating -stated that he would be voting against the ordinance; noted
his concern with the home rule factor of this discussion; indicated that he is open
to considering other options if the vote fails.
■ Councilor Yeh -asked staff to remind Council what will happen if the vote fails;
indicated she will support the motion.
■ Councilor Zelenka -stated that the Council has the option to have a Eugene
ordinance with local input or the Land Conservation and Development
Commission's ordinance code without local input; encouraged Council to pass
the ordinance with local input.
■ Mayor Vinis -emphasized the importance of community engagement on the
proposed changes.
VOTE: 4:3 PASSED (Opposed by Councilors Clark, Keating, and
Evans)
7. PUBLIC FORUM
1. Jere Rosemeyer -spoke against the use of artificial turf at the proposed Golden
Gardens Sports Park.
2. Charles Areford -spoke in support of a gas station construction ban in Eugene.
3. David lg! -spoke about accuracy when representing local history.
4. Madison Lusk -spoke in favor of calling for a ceasefire in Gaza.
5. Zach Mulholland -spoke against the use of artificial turf at the proposed Golden
Gardens Sports Park.
6. Matt Dompe -spoke in favor of the city contributing funds for the Emeralds
stadium.
7. Janet Ayres -spoke about camping at Jefferson Park.
8. Gerry Meenaghan -spoke in appreciation of the work of city staff.
9. Charlie Loeb -spoke in favor of expanding cycling routes.
10. Bob Petit -spoke against the use of artificial turf at the proposed Golden Gardens
Sports Park.
11. Carolyn Partridge -spoke in support of a gas station construction ban in Eugene.
12. Richard Locke -spoke in support of efforts to keep local waterways clean.
13. Andrew Brown -spoke in support of a sports bond.
14. Stefan Strek-spoke about the recent passing of his cat.
15. Kamryn Stringfield -spoke in favor of calling for a ceasefire in Gaza.
