HomeMy WebLinkAbout230925 MTGMINUTES Eugene City Council Meeting Eugene, Oregon 97401 September 25, 2023 7:30p.m. Councilors Present: Emily Semple, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Lyndsie Leech, and Randy Groves Councilors Absent: Matt Keating Mayor Vinis opened the September 25, 2023, meeting of the Eugene City Council in a hybrid in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401. 1. COMMITTEE REPORTS AND ITEMS OF INTEREST • Councilor Groves -noted his attendance at a Willamette Christian Center project dedication. • Councilor Zelenka -noted neighborhood associations within his ward held several successful community events over the summer; recommended a book about the Osage people. • Councilor Leech -shared updates from the Human Rights Commission. • Councilor Semple -shared updates from the Sustainability Commission. • Mayor Vinis -noted her attendance at an event held by Lane County Diaper Bank • Councilor Semple -noted a recent visit to Everyone Village. 2. CONSENT CALENDAR 1 A. Approval of City Council Minutes • July 12, 2023 Work Session • July 24, 2023 Public Hearing • July 24, 2023 Meeting B. Approval of City Council Tentative Agenda MOTION: Councilor Groves, seconded by Councilor Semple, moved to approve the items on Consent Calendar 1 with the exclusion of Item 3, the Active Bethel Citizens Neighborhood Association name change. VOTE: 7:0 PASSED C. Approval of A Resolution Approving and Accepting Amendments to the Charter for Active Bethel Citizens Neighborhood Association to Change the Name of the Neighborhood Association from "Active Bethel Citizens" to "Active Bethel Community." Council Discussion: ■ Councilor Groves -noted the name change will be more inclusive; spoke in favor of the motion. MINUTES -Eugene City Council Meeting September 25, 2023 Page 1 MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to adopt a resolution approving and accepting amendments to the charter for Active Bethel Citizens Neighborhood Association to change the name of the neighborhood association from "Active Bethel Citizens" to "Active Bethel Community." VOTE: 7:0 PASSED 3. PUBLIC FORUM 1. Lin Woodrich -spoke in favor of a public health overlay zone in West Eugene. 2. Keith Wahlberg-spoke in favor of a campaign to reduce litter. 3. Don Heady -spoke against child labor. 4. Janet Ayres -spoke about a recent experience in downtown Eugene. Council Discussion: • Councilor Semple -expressed her appreciation for Keith Wohlberg's testimony; recommended the organization Adopt One Block for neighborhood cleanup efforts. • Mayor Vinis -noted the upcoming work session addressing the public health overlay zone; noted she had read the article referenced by Don Heady. 4. CONSENT CALENDAR 2 A. Approval of a Resolution Annexing Right-of-Way to the City of Eugene Identified as River Road between Wedgewood Drive and Beacon Drive, and 350 feet of Irvington Drive west of River Road (City File: River Road; A 23-3). MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to adopt the items on Consent Calendar 2.
