HomeMy WebLinkAbout220912 MTGMINUTES Eugene City Council Hybrid Meeting Eugene, Oregon 97401 September 12, 2022 7:30 p.m. Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Claire Syrett, Randy Groves Mayor Vinis opened the September 12, 2022, meeting of the Eugene City Council in a hybrid in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401. 1. COMMITTEE REPORTS AND ITEMS OF INTEREST ■ Mayor Vinis -shared a proclamation for National Step family Day on September 16. ■ Councilor Syrett -discussed a recall election currently occurring; stated that she will remain in her role and fulfill her duties until or unless her status on council changes; shared that council will review the Intergovernmental Relations Committee's legislative priorities for the 2023 legislative session in an October Work Session; discussed her attendance at a trade union Labor Day picnic. ■ Councilor Groves -discussed his attendance at a 50 th anniversary celebration for a local tea company; discussed concerns about fires at Wild Iris Ridge Park; acknowledged the 21 st anniversary of the attacks on September 11, 2001. ■ Councilor Keating -showed appreciation for first responders who are currently fighting wildfires throughout Oregon; requested a moment of silence for the anniversary of the attacks on September 11, 2001. ■ Councilor Semple -acknowledged several tragic events that occurred locally in the past week; expressed concern about mental health challenges and lack of housing; shared that there will be a council retreat at the end of the month to discuss a two- year priority-based budget; requested input from the public for potential solutions. ■ Councilor Clark-shared that Saturday, September 17, is Constitution Day as well as former City Councilor Betty Taylor's birthday. 2. Approval of City Council Tentative Agenda MOTION AND VOTE: Councilor Syrett, seconded by Councilor Keating, moved to approve the items on Consent Calendar 1. PASSED 8:0 3. PUBLIC FORUM 1. Lin Woodrich -discussed a public health overlay, road bond, and Bethel area plan. 2. John Crowder -spoke in opposition to Emerald Express bus lanes on River Road. 3. Patti Swinehart -spoke about recall election and asked questions about the process. 4. Suzanne O'Shea -spoke to homeless concerns and in favor of public health overlay. 5. Joshua Korn -shared concerns about 5G and Wi-Fi pollution. 6. William Smith -spoke about wireless safety. 7. Thomas Newman -spoke in favor of alternative transportation. 8. Chuck Areford -spoke in opposition to effort to recall Councilor Syrett. 9. Richard Locke -spoke against recall lawsuit; spoke about loitering and littering. 10. Eric Jackson -shared concerns about fentanyl in the community. Council Discussion • • • • Councilor Evans -expressed that he is looking forward to discussing the public health overlay zone and the Bethel area plan; expressed his desire to have Union Pacific Railroad included in the discussion about the overlay zone. Councilor Groves -stated his interest in the public health overlay zone and the Bethel area plan; noted that increased housing is helping to improve some of the issues discussed; expressed concern over fentanyl in the community; noted that the Community Safety Initiative tax is making progress on some of the issues discussed. Councilor Clark -highlighted the importance of moving forward with the Bethel area plan; requested input from Bethel community on what outcomes they hope to achieve with the Bethel area plan. Councilor Keating -shared an excerpt from the Oregon State Constitution about the recall process for an elected officer; expressed his support for Councilor Syrett.
