Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Randy Groves
Mayor Vin is opened the October 24, 2022, meeting of the Eugene City Council in a hybrid
in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. CEREMONIAL MATTERS
Mayor Vinis read a proclamation for Family Court Awareness Month.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
■ Councilor Groves -shared a request from the Lane Council of Governments for more
volunteers for their Senior Meals program.
■ Councilor Keating -shared information about voting and ballots regarding Election
Day on November 8, 2022.
■ Mayor Vinis -commented on the public's response to an event hosted by a local
pub; noted Eugene's diverse populations and their contributions to building a
healthy community.
3. CONSENT CALENDAR 1

MOTION AND VOTE: Councilor Keating, seconded by Councilor
Groves, moved to approve the items on Consent Calendar 1. PASSED
6:0 Councilor Evans did not vote.
4. PUBLIC FORUM
1. Greg Vik -spoke about the impacts of homelessness on property and the need for a
plan.
2. Melanie Plaut -spoke in favor of building electrification and on risks of gas stoves.
3. Suzanne O'Shea -spoke in support of Lin Woodrich's comments.
4. William Smith -updated previous testimony from October 10 regarding wireless
safety and broadband infrastructure.

5. Don Heady -noted professionalism and responsiveness of City staff, particularly
Planning and Development and the Eugene Active Transportation Committee.
6. Eloise Navarro -spoke in favor of building electrification.
7. Jessica Ludwig -spoke in favor of building electrification.
8. Carol Zorn -spoke regarding a recent protest in Eugene and her safety concerns.
9. Danielle Curtis -spoke in favor of building electrification.
10. Chris Kroeker -spoke in defense of natural gas safety and hydrogen blended gas.
11. Richard Locke -spoke regarding community safety impacts from homelessness.
12. Bailey Filley -spoke in favor of building electrification.
13. Kathryn Dunn -spoke in opposition of renter protections in Phase II.
14. J azlynn Ludwig -spoke in favor of building electrification.
15. Thomas Newman -spoke in favor of building electrification and in favor of
supporting LGBTQ rights.
16. Matt Bokar -spoke in favor of building electrification.
17. Abigail Gravatt -spoke against hydrogen blending natural gas option and in favor
of building electrification.
18. Todd Boyle -spoke in favor of building electrification and against parking
regulations.
19. Ailah Altemus -spoke in favor of building electrification.
20. Joshua Korn -spoke in favor of updating our telecommunications zoning code.
21. Lin Woodrich -spoke in opposition of hydrogen blending.
22. Eric Jackson -spoke regarding police response to illegal camping and trash.
23. Thomas Hiura -spoke regarding 501(c)(3) legality oflobbying and promoting
activism.
Council Discussion
■ Mayor Vinis -noted her appreciation for public forum speakers.
■ Councilor Semple -noted her appreciation for the public forum speakers.
■ Mayor Vinis -responded to Mr. Vik by noting the City's use of state funds for
remediation and sanitation needs and that the City is coordinating with the county
for health services for the unhoused.
5. ACTION: An Ordinance Concerning Multiple-Unit Property Tax Exemptions and
Amending Section 2. 946 of the Eugene Code, 1971.
City Manager Sarah Medary provided background information and introduced the topic.
MOTION AND VOTE: Councilor Keating, seconded by Councilor Groves,
moved to approve An Ordinance Concerning Multiple-Unit Property Tax
Exemptions and Amending Section 2.946 of the Eugene Code, 1971. PASSED

Mayor Vinis adjourned the meeting at 8:38 p.m.
