Mayor Vinis opened the November 28, 2022, meeting of the Eugene City Council in a hybrid
in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. COMMITTEE REPORTS AND ITEMS OF INTEREST
■ Councilor Keating -shared information regarding mass shootings and asked for a
moment of silence.
2. CONSENT CALENDAR 1

B. Approval of City Council Tentative Agenda
C. Resolution Authorizing a Biennial (24-Month) Budget
MOTION AND VOTE: Councilor Evans, seconded by Councilor
Keating, moved to approve the items on Consent Calendar 1. VOTE:
PASSED 7:0
3. PUBLIC FORUM
1. Richard Locke -spoke in favor of security, environmental stewardship, and shelter.
2. Mark Gamba -spoke in favor of electrification.
3. Lin Woodrich -spoke in favor of electrification and a public health overlay zone.
4. Stefan Strek -spoke in favor of world peace.
5. Eric Jackson -asked about arrest standards, spoke in favor of self-managed shelters.
6. Mark Ringsdorf -spoke in opposition of electrification.
7. Jim Neu -spoke in favor of electrification and community education.
8. William O'Brien -spoke in favor of saving the urban farm.
9. William Smith -spoke regarding Wi-Fi safety.
10. David Piccioni -spoke about anarchism and in favor of protecting the marble m urrelet.
11. David Igl -spoke regarding Professor Fredrick Dunn.
12. Joshua Korn -spoke regarding Sg and Wi-Fi safety.
13. Ella Shanahan -spoke in favor of electrification.
14. Don Heady -spoke regarding clear and objective housing criteria.

• Mayor Vinis -noted her appreciation for public forum speakers.
■ Councilor Yeh -spoke regarding renewable natural gas.
• Councilor Zelenka -noted that 85% of the electricity provided by EWEB comes from
renewable resources; noted regulations from the State of Oregon regarding natural
gas.
4. ACTION: An Ordinance Concerning Interfering with a Peace Officer and Amending
Section 4.907 of the Eugene Code, 1971.
MOTION AND VOTE: Councilor Evans, seconded by Councilor Keating,
moved to adopt Attachment A to this AIS, An Ordinance Concerning
Interfering with a Peace Officer and Amending Section 4.907 of the Eugene
Code, 1971. VOTE: PASSED 7:0
5. ACTION: An Ordinance Extending the Term of Ordinance No. 19775 and
Ordinance No. 20397 Granting to Comcast of Oregon II, Inc. a Franchise for
Operation of a Cable Telecommunications System.
MOTION AND VOTE: Councilor Evans, seconded by Councilor Keating,
moved to approve An Ordinance Extending the Term of Ordinance No. 19775
and Ordinance No. 20397 Granting to Comcast of Oregon II, Inc. a Franchise
for Operation of a Cable Telecommunications System. VOTE: PASSED 7:0
6. ACTION: An Ordinance Concerning Clear and Objective Approval Criteria for
Housing; Amending Sections 9.0500, 9.2181, 9.2471, 9.2520, 9.2687, 9.2751,
9.2761, 9.3216, 9.3221, 9.3626, 9.3725, 9.4830, 9.5750, 9.6010, 9.6710, 9.6810,
9.6815, 9.6820, 9.6845, 9.6865, 9.6885, 9.7007, 9.8030, 9.8045, 9.8055, 9.8085,
9.8090, 9.8100, 9.8105, 9.8205, 9.8210, 9.8215, 9.8220, 9.8310, 9.8320, 9.8325,
9.8360, 9.8365, 9.8440, 9.8445, 9.8505, 9.8510, 9.8515, and 9.8520 of the Eugene
Code, 1971; and Adding Section 9.5860 to that Code.

Councilor Zelenka -asked how transition standards will be affected by HB 2001;
asked for clarification on the definitional change that affects parks and schools.
Councilor Clark-asked if the code contains a council-approved definition of the
words residential character; asked if counsel interprets or merely creates the basis
for findings and staff interprets; asked if a motion would be required to ensure a
previously adopted definition of residential character would be used by staff; asked
what action by Council is required for staff to interpret the definition ofresidential
character in a similar way to the previously approved definition; noted that this is
significant issue that should come back to Council for a discussion.
Councilor Zelenka -asked if neighborhood transition areas are a city-wide policy.
MOTION AND VOTE: Councilor Evans, seconded by Councilor Keating,
moved to adopt the Ordinance concerning clear and objective approval
criteria for housing included as Attachment B. VOTE: PASSED 7:0
Mayor Vinis adjourned the meeting at 8:38 p.m.
