Councilors Present: Greg Evans, Matt Keating, Jennifer Yeh, Mike Clark, Randy Groves,
Alan Zelenka, and Emily Semple
Mayor Vinis opened the December 5, 2022, special meeting of the Eugene City Council in a
hybrid format at 101 W 10th Avenue, Eugene OR 97401.
1. SPECIAL MEETING: Interim Council Appointment Interviews, Ward 7
The Council interviewed Janet Ayres, Daniel Isaacson, Lyndsie Leech, Barbie Walker and
Carol Zorn for Interim City Councilor, Ward 7. City Councilors asked each candidate the
following questions:
• Councilor Clark -In a recent city sponsored community survey, nearly three
quarters of the people who answered sad they thought the city was "heading in the
wrong direction". Do you agree or Disagree? Why or Why not?
• Councilor Evans -In your view what are the top three issues/challenges facing
Eugene currently? And What strategies would you advocate for addressing those
issues/ challenges?
• Councilor Groves -Ward 7 is one of the city's most diverse in terms of opinion,
ideological perspectives and issues of concern. How will you balance these different
perspectives, what steps will you take to establish yourself as the Ward 7 city
councilor, and how will you be responsive to what are sometimes opposing points of
view.
• Councilor Keating -Learning from one's mistakes is key -in any arena. While we
hear a lot about your vision and values, what is your greatest failure and what have
you learned from that experience that prepared you to best serve residents of
Eugene's Ward 7.
• Councilor Semple -The job of Councilor will be more demanding than you realize,
no matter how much you think you understand Council, issues people. It will take
immense time, energy and attention that you will no longer have to give to your own
life, family, friends, other work, your home, hobbies and more. What things in your
life fulfill you? What demands do you have on your time? How will you manage
these challenges and keep yourself physically, mentally, and emotionally healthy?
• Councilor Yeh -The Council's vision, values and goals includes being an Equitable
Efficient and Accountable Municipal Government. What does equity mean to you in
this context and what would you expect from an equitable government?
• Councilor Zelenka -In a survey done by the City, 75% of Eugene residents agreed
that "climate change requires much stronger regulations of greenhouse gas

emissions". Do you agree or disagree with this statement, and why? Secondly, when
it comes to funding climate change projects do you see them being as being on par
with other essential services like libraries, parks, police, and fire? Or do you think
funding is more discretionary and we should fund these projects as money is
available? Finally, how do you see alternative transportation options generally
fitting in as part of our climate change actions, and specifically on River Road.
Mayor Vinis adjourned the meeting at 7:49 p.m.
