Mayor Vinis opened the December 12, 2022, meeting of the Eugene City Council in a hybrid
in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. CEREMONIAL MATTERS
Mayor Vinis acknowledged International Human Rights Day and read a proclamation
for International Day of Persons with Disabilities.

Infrastructure in New Low-Rise Residential Buildings; and Adding Section 6.695

Council Discussion
■ Mayor Vinis -noted her appreciation for the remaining public forum attendees.
Mayor Vinis closed the meeting of the Eugene City Council and convened a meeting of the
Eugene Urban Renewal Agency.
6. ACTION: Resolution Authorizing a Biennial (24-Month) Urban Renewal Agency
Budget
MOTION AND VOTE: Councilor Evans, seconded by Councilor Keating,
moved to adopt a resolution authorizing a biennial budget. VOTE: PASSED

7. ACTION: Urban Renewal Agency Resolution Acknowledging Receipt of the FY22
URA Annual Financial Report.
MOTION AND VOTE: Councilor Evans, seconded by Councilor Keating,
moved to approve a resolution acknowledging receipt of the Annual
Financial Report for the Urban Renewal Agency of the City of Eugene for the
fiscal year ended June 30, 2022. VOTE: PASSED 6:0
8. PUBLIC HEARING and ACTION: Resolution Adopting a Supplemental Budget;
Making Appropriations for the Urban Renewal Agency of the City of Eugene for
the Fiscal Year Beginning July 1, 2022, and Ending June 30, 2023
Mayor Vinis opened the Public Hearing.
1. John Barofsky-spoke in favor of the adoption of the supplemental budget.
Mayor Vinis closed the Public Hearing.
MOTION AND VOTE: Councilor Evans, seconded by Councilor Keating,
moved to approve a resolution, adopting a Supplemental Budget; making
appropriations for the Urban Renewal Agency of the City of Eugene for the
fiscal year beginning July 1, 2022 and ending June 30, 2023. VOTE: PASSED

Mayor Vinis closed the meeting of the Eugene Urban Renewal Agency and convened a
meeting of the Eugene City Council.
9. PUBLIC HEARING and ACTION: A Resolution Adopting a Supplemental Budget;

Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1,
2022 and Ending June 30, 2023
Mayor Vinis opened the Public Hearing.
1. John Barofsky -spoke regarding various funds within the budget.
2. Zach Mulholland -spoke against the fueling station at the airport.
3. Lisa Arkin -spoke against the fueling station at the airport.
Mayor Vinis closed the Public Hearing.
Council Discussion
Councilor Zelenka -stated support for a revenue committee. ■

Councilor Groves -asked for information about airport fueling station usage.
Councilor Evans -asked the City Manager about the feasibility of a revenue
committee or of a subcommittee of the budget committee focused on revenue.
Councilor Keating -asked if it was possible to amend the supplemental budget
regarding the fueling station at the airport; stated that he has reservations about
new gas stations in the community.

Councilor Clark -asked City Manager about the consequences of making a motion to
alter the budget at this time; stated support for the fueling station project.
Councilor Zelenka -asked City Manager if the funds for the fueling station are only
able to be used on projects at the airport.
Councilor Keating -stated his enthusiasm for addressing new fossil fuel
infrastructure.
MOTION AND VOTE: Councilor Evans, seconded by Councilor Keating,
moved to approve a resolution, adopting a Supplemental Budget; making
appropriations for the City of Eugene for the fiscal year beginning July 1,
2022 and ending June 30, 2023. VOTE: PASSED 6:0
Mayor Vinis adjourned the meeting at 10:00 p.m.
