Home My WebLink About210119 PH MINUTES – Eugene City Council Public Hearing January 19, 2021 Page 1 MINUTES Eugene City Council Virtual Meeting Eugene, Oregon 97401 January 19, 2021 7:30 p.m. Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Claire Syrett and Randy Groves Mayor Vinis opened the January 19, 2021, meeting of the Eugene City Council. 1. PUBLIC HEARING: An Ordinance Concerning Chapter 4 Offenses; Adding Section 4.040 to the Eugene Code, 1971; Amending Sections 4.330, 4.340, 4.731, 4.755, 4.906, and 4.922 of the Code; and Amending Section 2.773 of the Eugene Code, 1971 to Make a Correction Mayor Vinis opened the public hearing. 1. Zondie Zinke – objects to how animal abuse and neglect is defined in the proposed ordinance, which would cause unhoused individuals to be criminalized. Mayor Vinis closed the public hearing. Council Discussion • Councilor Syrett – asked staff when action is scheduled for this item. 2. PUBLIC HEARING: An Ordinance Concerning Disposition of Eugene Water & Electric Board Real Property and Amending Section 2.196 of the Eugene Code, 1971 Mayor Vinis opened the public hearing. 1. Frank Lawson – as the EWEB General Manager he supports the proposed code amendments which will help facilitate future EWEB and City of Eugene opportunities. 2. Zondie Zinke – stated Councilor Syrett’s past comments regarding the City’s ability to purchase the EWEB Headquarters Building on the open market were not in line with good stewardship of public funds. Mayor Vinis closed the Public Hearing. Council Discussion • Councilor Syrett – stated she has no interest in purchasing the EWEB Headquarters Building for City Hall, and her comments were made to clarify for other councilors that Council was not forgoing the opportunity to purchase the building; agrees that City Council needs to be mindful of public funds.
