Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans,
Claire Syrett and Randy Groves
Mayor Vinis opened the May 10, 2021, meeting of the Eugene City Council in a virtual format.
1. COMMITTEE REPORTS AND ITEMS OF INTEREST
Council Discussion
• Mayor Vinis - reported that three City Councilors awoke this morning to find their property
defaced with graffiti demanding the defunding of police; stated councilors have been targeted in
a misdirected effort to intimidate them to pursue a specific goal and these actions are
unproductive.
• Councilor Groves - supported the Mayor's comments and stated it is important that members of
the community are able to engage in meaningful dialogue and state their positions without fear
of reprisal.
• Councilor Clark - agreed with the comments made by the Mayor and Councilor Groves; shared
that many businesses and homeowners have experienced the same problem over the past year.
• Councilor Zelenka - supported the Mayor's comments; shared his own effective communication
method hierarchy.
• Councilor Keating - supported the Mayor's comments; stated he welcomes dialogue and debate
but defacing one's home or work is wholly inappropriate.
• Mayor Vinis - recognized Arbor Day and read an excerpt proclaiming April 2021 Arbor Month;
recognized that May is Bike Month.
2. CONSENT CALENDAR 1
A. Approval of City Council Minutes

• February 22, 2021, Work Session
B. Approval of City Council Tentative Agenda
C. Ratification of FY22 Metropolitan Wastewater Management Commission Regional Wastewater
Program Budget and Capital Improvements Program
MOTION AND VOTE: Councilor Yeh, seconded by Councilor Syrett, moved to approve the
items on Consent Calendar 1. PASSED 8:0.
3. PUBLIC FORUM
1. Meg Orion - spoke to the detrimental effects of the military jet Fly -over two Saturdays ago.
2. T. Lipton - spoke to the needs of unhoused persons experiencing mental health issues.
3. Nate - concerned City is not providing enough temporary camping sites, supported CAHOOTS funding.
4. Jacob Trewe - urged the Community Safety Initiative (CSI) funding be redirected to the unhoused.
S. Rob - responded to councilor comments regarding CSI engagement sessions.
6. William Smith - spoke to his concern over the dangers of 5G wireless technology.

7. Rachel Mary - supported CSI funding to be redirected to homeless and mental health services.
8. Eli - concerned about the criminalization of homelessness and the need for permanent housing.
9. Zondie - urged Council to reject the 1059 Willamette and Steam Plant redevelopment proposals.
10. Mike McFarlane - shared the City deserves credit for taking care of riparian zones, still more to do.
11. Candace King - stated the majority of safety issues arise from lack of affordable, clean, safe housing.
12. Matthew Yook - urged City to create a new model for reporting/resolving hate and bias crimes.
13. Max Rink - spoke against the Steam Plant redevelopment proposal submitted by deChase Miksis.
14. Eric Jackson - spoke to concerns regarding welfare of campers at WJ Park.
Council Discussion
Councilor Syrett - thanked those who spoke at the Forum; shared the City does not have any
role in approving a fly -over; acknowledged that lack of medical respite for the unhoused is a
huge issue in our community; clarified the City does not set wages for CAHOOTS.
• Councilor Yeh - expressed appreciation for mutual aid workers in the community; shared
Council will have a Homelessness Response Update work session on May 19; shared the
reasons why she holds public office.
Councilor Keating - suggested Council approve a no -fly zone resolution at a future meeting;
recognized the great work of White Bird; thanked Mike McFarlane for providing a river tour
and called on fellow councilors to join him in cleaning up the river.
Councilor Clark - clarified that jet fly-overs are scheduled with the armed services well over a
year in advance and directed those concerned to speak to a federal congressman.
Councilor Groves - stated that water quality should be important to all and hopes work can
continue to clean up the river; stated he was impressed with City efforts to clean but
unimpressed with areas privately held by Union Pacific Railroad.
• Mayor Vinis - encouraged the public to watch the upcoming Council work session on the Steam
Plant; reminded the public the City must balance tax revenue with expenditures and property
tax is one way to support our City's budget in order to provide needed services.

C. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-04-24-34;
Tax Lot 2200; Located at 25 Knoop Lane) (City File: Gillen, Todd and Caryn; A 21-4)
D. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-03-09-31;
Tax Lot 1200; Located at 3647 Coburg Road) (City File: Staton Family Trust; A 21-3)
MOTION AND VOTE: Councilor Yeh, seconded by Councilor Syrett, moved to approve the
items on Consent Calendar 2. PASSED 8:0
