Mayor Vinis opened the July 19, 2021, meeting of the Eugene City Council.
1. PUBLIC HEARING: An Ordinance Concerning Commercial Setbacks and Amending
Sections 9.0500, 9.2170, 9.3125, 9.4290 and 9.4530 of the Eugene Code,1971, and
Providing an Effective Date
Mayor Vinis opened the Public Hearing.
There were no speakers for the Public Hearing.
Council Discussion
• Councilor Syrett - asked if staff had received feedback through other communications, such
as phone or email.
Councilor Zelenka - noted the feedback from the focus group that provided information and
answered questions, which may explain why there was no testimony.
Councilor Keating - asked if the Planning Commission discussed how this affected businesses
and how it impacts the flexibility given to businesses to enable outdoor eating.
Councilor Zelenka - thanked staff; asked staff to speak to the interplay between street
design and building design; stated that private developers are responsible for the building,
and the public is responsible for the right-of-way, and the importance of how these two
pieces interact.
Mayor Vinis closed the Public Hearing.
2. PUBLIC HEARING: An Ordinance Vacating Portions of Mill Alley and Easements Located
Within the Boundaries of the Plat of Town Run
Mayor Vinis opened the Public Hearing.
There were no speakers for the Public Hearing.
Council Discussion
• Councilor Zelenka - commented on the unique name of the area in question and asked
about the history of it; noted the map in the packet that showed the old mill race and
easement and stated the history.
Mayor Vinis closed the Public Hearing and the record.
