Clark, Claire Syrett, Greg Evans
Mayor Vinis opened the September 20, 2021, meeting of the Eugene City Council in virtual format.
1. Presentation of Oregon Mayors' Association Award
Mayor of Cottage Grove and Oregon Mayor's Association President Jeff Gowing presented
Mayor Vinis with the 2021 OMA Mayors Leadership Award.
2. PUBLIC HEARING: An Ordinance Extending the Term of Ordinance No. 19775 and
Ordinance No. 20397 Granting to Comcast of Oregon II, Inc. a Franchise for Operation of a
Cable Telecommunications System
Mayor Vinis opened the Public Hearing.
There were no speakers for the Public Hearing.
Mayor Vinis closed the Public Hearing.
2. PUBLIC HEARING: An Ordinance Granting to BNSF Railway Company a Non -Exclusive
Franchise to Use the Public Way to Construct and Maintain Private Commercial Facilities
Within the City of Eugene
Mayor Vinis opened the Public Hearing.
There were no speakers for the Public Hearing.
Council Discussion
• Councilor Clark - asked whether there was any opportunity through the franchise process
to benefit the work being done to establish quiet zones.
• Councilor Syrett - asked what BNSF's responsibility was for maintaining their property to
certain standards; asked what the City can do to ensure the railway keeps their own
property trash free.
• Councilor Evans - asked what facility -related safety enhancement planning projects BNSF
envisions occurring in the Eugene city limits within the next year; noted that some rail
cargo can be dangerous to the community and the community should be informed upfront
of its existence and plans for transport.
• Councilor Syrett - discussed the differences between private and public property and who
is responsible for upkeep when use of the right-of-way has been granted.

4. PUBLIC HEARING: An Ordinance Vacating Ferry Alley Between East 3rd Avenue and East
2nd Alley, and Providing for an Effective Date
Mayor Vinis opened the Public Hearing
1. Rick Satre -on behalf of applicant, spoke in favor of the ordinance noting it satisfies the
applicable criteria.
2. Bobbie Rosenberg -tenant in adjacent development; supported the proposed redevelopment.
3. Dan Hughes - Cold Fire Brewing, spoke in favor of the proposed redevelopment.
Mayor Vinis closed the public hearing and closed the record.
The meeting adjourned at 8:00 p.m.
