Mayor Vinis opened the October 18, 2021, meeting of the Eugene City Council in virtual format.
1. PUBLIC HEARING: An Ordinance Concerning the Crime of Intimidation by Display of a Noose
and Increasing the Maximum Penalty for Violating Section 4.731 of the Eugene Code, 1971
(Bias Crime in the 2nd Degree); Adding Section 4.732 to the Eugene Code, 1971; and
Amending Section 4.990 of that Code
Mayor Vinis opened the Public Hearing.
There were no speakers for the Public Hearing.
Mayor Vinis closed the Public Hearing.
Council Discussion
• Councilor Syrett - pointed out that Councilor Evans was not present for the meeting; said this
Council action was, in part, a response to a recently changed State statute and Councilor Evans
had provided very personal and impactful testimony to the State legislature in support of the
new law; expressed her appreciation for Councilor Evans' contribution to this important
change.
• Councilor Keating - reported that the Intergovernmental Relations Committee enthusiastically
advocated for passage of the State legislation
Mayor Vinis adjourned the meeting of the Eugene City Council and convened a meeting of the Eugene
Urban Renewal Agency.
2. URA PUBLIC HEARING: Downtown Open Space Improvements
Mayor Vinis opened the Public Hearing.
There were no speakers for the Public Hearing.
Mayor Vinis closed the Public Hearing.
The meeting adjourned at 7:43 p.m.
