HomeMy WebLinkAbout231009 MTGMINUTES Eugene City Council Meeting Eugene, Oregon 97401 October 9, 2023 7:30 p.m. Councilors Present: Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Lyndsie Leech, and Randy Groves Councilors Absent: Emily Semple Mayor Vin is opened the October 9, 2023, meeting of the Eugene City Council in a hybrid in- person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97 401. 1. CEREMONIAL MATTERS Mayor Vinis read proclamations for Domestic Violence Awareness Month, Breast Cancer Awareness Month, and Indigenous Peoples' Day. 2. COMMITTEE REPORTS AND ITEMS OF INTEREST • Councilor Evans -shared updates from the Intergovernmental Relations Committee regarding legislative priorities and policies and preparation for the upcoming legislative session. • Councilor Groves -noted his attendance at recent fundraisers for Cornerstone Community Housing and Greenhill Humane Society. • Councilor Keating -noted his attendance at the Greenhill Humane Society fundraiser; noted he was recently in St. Louis and saw Vice President Kamala Harris; noted there was a rally for peace at Temple Beth Israel that evening; noted his attendance at the opening of Striker Field Park; noted the League of Oregon Cities will be hosting a conference in Eugene over the upcoming weekend. • Mayor Vinis -spoke about the upcoming League of Oregon Cities conference; noted her attendance at the annual conference of the Citizen's Utility Board. 3. CONSENT CALENDAR 1 A. Approval of City Council Minutes • July 19, 2023 Work Session • July 26, 2023 Work Session • September 11, 2023 Meeting • September 18, 2023 Public Hearing B. Approval of City Council Tentative Agenda MOTION: Councilor Groves, seconded by Councilor Keating, moved to approve the items on Consent Calendar 1. VOTE: 7:0 PASSED MINUTES -Eugene City Council Meeting October 9, 2023 Page 1 4. PUBLIC FORUM 1. Lin Woodrich -spoke in favor of a public health overlay zone in West Eugene. 2. Lisa Arkin -spoke in favor of a ban on new gas stations in Eugene. 3. Don Heady-spoke about the value of reasonableness in politics. 4. Richard Locke -spoke about willful and serial code violators. 5. Joshua Tran -asked the City to devote walls to mural projects. 6. Eric Jackson -spoke about a recent experience with Eugene Police Department. 7. Sandi Mann -spoke about her experiences contacting Eugene City Councilors. 8. Suzanne O'Shea -spoke in favor of a ban on new gas stations in Eugene. 9. Mason Leavitt -spoke in favor of a ban on new gas stations in Eugene. 10. Sam Reaves -spoke about challenges in the Trainsong Neighborhood. Council Discussion: • Councilor Keating -noted it is more appropriate to address Mayor and Council during the public comment period, rather than fellow community members; noted his enthusiasm about the upcoming work session regarding gas stations. • Mayor Vinis -noted there were no further updates to the Peace Health closure discussion. 5. ACTION: An Ordinance Establishing the S-HM Historic Mims Houses Special Area Zone and Amending the Eugene Zoning Map MOTION: Councilor Groves, seconded by Councilor Keating, moved to adopt an Ordinance establishing the S-HM Historic Mims Houses Special Area Zone and amending the Eugene Zoning Map included as Attachment B to this October 9, 2023, Agenda Item Summary.
