Councilors Present: Matt Keating, Alan Zelenka, Mike Clark, Jennifer Yeh, Greg Evans,
Lyndsie Leech, Emily Semple, and Randy Groves
Mayor Vinis opened the November 27, 2023, meeting of the Eugene City Council in a hybrid
in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Keating -thanked Council and staff for the opportunity to attend the
National League of Cities Summit; discussed the panels he participated in at the
National League of Cities Summit; acknowledged the connection made between
Eugene's Human Rights Commission and the National Human Rights Campaign.
• Councilor Semple -shared her experience at the National League of Cities Summit,
including her interest in Atlanta's compost system.
• Mayor Vinis -acknowledged the community's desire for a resolution regarding a
ceasefire in Gaza, Palestine; indicated her support for the Council to develop a
resolution; reiterated her previous statement regarding the conflict between Israel
and Palestine including her desire for a negotiated peace, and opposition to hate-
speech and crimes.
• Councilor Groves -noted his interest in working with staff to develop a resolution
for a ceasefire in Palestine.

MOTION: Councilor Groves, seconded by Councilor Keating, moved to
approve the items on Consent Calendar 1.
VOTE: 8:0 PASSED

MOTION: Councilor Groves, seconded by Councilor Keating, moved to
approve the items on Consent Calendar 2.
VOTE: 8:0 PASSED
