2.PUBLIC FORUM
Mayor:
The Public Forum is an opportunity for individuals to speak to the
City Council on any city-related issues except for those items which have
already been heard by a Hearings Official or are on tonight’s agenda as a
public hearing.
Each person will have three minutes to speak. Please give your name and
address when you come to the podium. The timer and lights indicate the time
you have to speak. A yellow light will come on when you have 15 seconds to
complete your comments. The red light indicates the end of three minutes.
Mayor closes Public Forum and asks for comments from the City Council.

I move to approve the items on the Consent Calendar.

Mayor: Public testimony on items 4, 5 and 6 related to the East Broadway Development Project
will be heard at this time in one combined Public Hearing.
I now open a meeting of the Eugene Urban Renewal Agency. The meeting of the City
Council also will remain open. The council and agency will sit in joint session for the
purpose of conducting the combined public hearing. The three items that are covered by
this combined public hearing are: 1) Resolution #4861 adopting a supplemental budget
for the City of Eugene; 2) Resolution #1038 adopting a supplemental budget for the
Urban Renewal Agency; and 3) Resolution #4862 granting exemptions from the
competitive selection requirements related to the proposed parking facility associated
with the Whole Foods project.

Resolution 1038 Adopting a Supplemental Budget; Making Appropriations
for the Urban Renewal Agency of the City of Eugene for the Fiscal Year
Beginning July 1, 2005 and Ending June 30, 2006
6.PUBLIC HEARING:
Resolution 4862 Granting an Exemption from Competitive Selection
Requirements for a Personal Services Contract Relating to Developer
Services and Developer’s Selection of General Contractor for Construction
of a Public Parking Facility; and Approving Findings Relating Thereto
Mayor adjourns the meeting of the Eugene Urban Renewal Agency.

Resolution 4863 Approving the Parks, Recreation and Open Space Project and
