Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Lyndsie Leech, and Randy Groves
Councilor Groves opened the October 23, 2023, meeting of the Eugene City Council in a
hybrid in-person and virtual format at 101 W. 10 th Avenue, Suite 114, Eugene, OR 97401.
1. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Evans -shared updates from the Intergovernmental Relations Committee
regarding legislative priorities and policies and preparation for the upcoming
legislative session.
• Councilor Leech -noted a recent incident at a Human Rights Commission meeting;
read a statement condemning hate speech; noted the Human Rights Commission's
commitment to ensuring a sense of belonging in the community.
• Councilor Clark-noted the upcoming Northeast Neighbors neighborhood
association meeting.
• Councilor Keating -shared an update from the Human Services Commission; noted
the Lane Regional Air Protection Agency is seeking a new executive director.
2. CONSENT CALENDAR 1
A. Approval of City Council Minutes
• June 28, 2023 Work Session
• September 13, 2023 Work Session and Urban Renewal Agency Meeting
• September 20, 2023 Work Session
• September 27, 2023 Work Session
B. Approval of City Council Tentative Agenda
C. Adoption of a Resolution Amending Eugene City Council Operating
Agreements and Repealing Resolution No. 5381
MOTION: Councilor Keating, seconded by Councilor Clark, moved to
approve the minutes for the work sessions, meetings, and public
hearings on June 28, 2023, September 13, 2023, September 20, 2023,
and September 27, 2023 with corrections to the minutes for
September 13, 2023 to change the word "being" to "bring" in the
motions recorded on pages 3 and 4. VOTE: 8:0 PASSED
MOTION: Councilor Keating, seconded by Councilor Clark, moved to
approve items Band Con Consent Calendar 1. VOTE: 8:0 PASSED

3. PUBLIC FORUM
1. Lin Woodrich -spoke in favor of a Bethel area neighborhood plan.
2. Michael Whitman -spoke about the conflict in Gaza.
Council Discussion:
• Councilor Groves -stated the Council does not condone derogatory comments
and asked commenters to maintain a sense of decorum and respect; noted
testifying at public forum is a privilege and not a right.
3. Eric Wold -asked Council to support funding for a regional pickleball complex.
4. Kaelin Jackson -asked Council to support funding for a regional pickleball complex.
5. Gina Caciuppi -spoke about issues with mental health care access.
6. Karen Gaffney -asked council to support funding for a regional pickle ball complex.
7. David Zupan -asked Council to support funding for a regional pickleball complex.
8. John Quilter -spoke in favor of more traffic enforcement and lower speed limits.
9. Scott Willis -asked Council to support funding for a regional pickleball complex.
10. Nick Tabet -asked Council to support funding for a regional pickleball complex.
11. Richard Locke -spoke about camping and safety issues in the city.
12. Andrew Pham -asked Council to support funding for a regional pickle ball complex.
13. Stefan Strek-spoke about the recent passing of his pet cat.
14. Roger Schalio -asked Council to support funding for a regional pickleball complex.
15. Radiant Gaines -asked Council to support funding for a regional pickle ball complex.
16. Jul Gray -asked Council to support funding for a regional pickleball complex.
17. Les Shabbos -spoke about the effects of crime in the community.
Councilor Groves adjourned the meeting at 8:29 p.m.
