Mayor Vinis opened the December 11, 2023, meeting of the Eugene City Council in a hybrid
in-person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401.
1. CEREMONIAL MATTERS
Mayor Vinis read a proclamation for Human Rights Day.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Keating -noted his attendance at a performance of To Kill a Mockingbird
at the Hult Center; noted his attendance at a round table discussion about the
potential creation of a port at Coos Bay, Oregon; noted the recent celebration of life
for James Jacobson.
• Mayor Vinis -noted her attendance at a Human Rights Day event.

approve the items on Consent Calendar 1. VOTE: 7:0 PASSED

1. Allyson Kim Hazlehurst -introduced the youth ambassadors who recently returned
from a trip to Eugene's Sister City, Jinju, South Korea.
2. Maren Widmer -spoke about their trip to Eugene's Sister City, Jinju, South Korea.
3. Callyn Widmer -spoke about their trip to Eugene's Sister City, Jinju, South Korea.
4. Emily Beatty -spoke in favor of a resolution calling for a ceasefire in Palestine.

• Mayor Vinis -noted her appreciation for the evening's speakers; asked staff for
clarification on council's legal obligation to have meetings about certified ballot
measures.
5. CONSENT CALENDAR 2
A. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map
17-03-09-31, Tax Lot 01300 Located at 3633 Coburg Road). (City File: A 23-7)
MOTION: Councilor Groves, seconded by Councilor Keating, moved to
approve the items on Consent Calendar 2. VOTE: 7:0 PASSED
6. PUBLIC HEARING AND ACTION: A Resolution Adopting a Supplemental Budget;
Making Appropriations for the City of Eugene for the Biennium Beginning July 1,
2023 and Ending June 30, 2025
Mayor Vinis opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.
1. John Barofsky-spoke in favor of the proposed action.
Mayor Vinis closed the public hearing.
MOTION: Councilor Groves, seconded by Councilor Keating, moved to
adopt a resolution adopting a supplemental budget; making
appropriations for the City of Eugene for the biennium beginning July
1, 2023 and ending June 30, 2025. VOTE: 7:0 PASSED
Mayor Vinis closed the meeting of the Eugene City Council and convened a
meeting of the Eugene Urban Renewal Agency.
7. PUBLIC HEARING AND ACTION: A Resolution Adopting a Supplemental Budget;
Making Appropriations for the Urban Renewal Agency of the City of Eugene for
the Biennium Beginning July 1, 2023 and Ending June 30, 2025
Mayor Vinis opened the public hearing.
Agency Director, Sarah Medary, introduced the topic and provided background
information.
1. John Barofsky-spoke in favor of the proposed action.

Barofsky.

• Mayor Vinis -noted her appreciation for John Barofsky's dedication and support.
MOTION: Councilor Groves, seconded by Councilor Keating, moved to
approve a resolution, adopting a supplemental budget; making
appropriations for the Urban Renewal Agency of the City of Eugene
for the biennium beginning July 1, 2023 and ending June 30, 2025.
VOTE: 7:0 PASSED
Mayor Vinis adjourned the meeting at 9:27 p.m.
