BACKGROUND The council agreed to appoint two additional members to the Civilian Review for a full complement of seven members. The closing date for applications to fill these positions was July 3, 2009. Twenty-six applications were considered. Of these, two did not reside within the Eugene City limits. Mayor Kitty Piercy and Police Auditor Mark Gissiner met to determine the makeup of the community panel to review the applications and recommend qualified candidates for the council’s consideration, per section 2.242 (1)(c) of Ordinance #20374. The members of this panel, also known as the screening committee, were John Brown, (Evans, Elder and Brown), Rick Brissenden (current CRB Chair), Sergeant Doug Mozan (EPD Internal Affairs Investigator), William Wise (First Place Family Center – St. Vincent De Paul) and Ron Chase (Sponsors- Prison Release Organization). On July 13, 2009, the screening committee met to review the applications. They selected five candidates to recommend to the council for appointment. All of the applications, some of which were very strong, were forwarded for the council’s consideration, along with the screening committee’s final tally. On February 17, 2009, four candidates were interviewed by the council. RELATED CITY POLICIES The Civilian Review Board serves as an advisory body to the City Council and the Police Auditor. This is consistent with the principles of community policing and government accountability. COUNCIL OPTIONS The City Council may: 1. Appoint from the five applicants as recommended by the screening committee, based on their applications and the committee’s recommendations. 2. Appoint from the pool of applicants after reviewing all of the applications. SUGGESTED MOTION Move to appoint Bernadette M. Conover to Position 6 on the Civilian Review Board, for a term beginning on August 1, 2009, and ending on October 31, 2013. Move to appoint ___________________________ to Position 7 on the Civilian Review Board, for a term beginning on August 1, 2009, and ending on October 31, 2012. ATTACHMENTS A.
